RFP Description

The Vendor is required to provide to procure an online research management, writing, and bibliographic management tool that allows researchers and students to gather, manage, store and share information, as well as generate citations directly from library databases, create bibliographies, and format bibliography and in-text citations in word processing software such as Microsoft Word, Google Docs and LaTeX (the “Solution”).
- This Solution will serve over 250,000 students, faculty, and staff across more than 30 libraries. The Solution must enhance the user experience, streamline research workflows, and support the diverse information sources used by our academic community. 
- Core Functional Requirements:
•    Be a cloud-based tool accessible via web browser without requiring local installation, with responsive design supporting access on windows, MACOS, and Linux devices;
•    Provide a browser extension compatible with google chrome, Mozilla Firefox, apple safari, and
•    Microsoft edge that enables automatic capture of citation metadata from library discovery systems, databases, and websites, including automatic recognition of document type;
•    Provide menu-based citation insertion functionality within Microsoft word at a minimum;
•    Allow manual entry and editing of citations and bibliographic data;
•    Include an extensive collection of citation styles, including but not limited to MLA, APA, and allow users to generate citations and bibliographies automatically in pre-set, user defined, or institution-defined styles;
•    Include citation management functionality allowing users to organize personal reference collections using folders and tags;
•    Include collaboration tools allowing users to share citations and collections, edit and enhance shared records, and work collaboratively on research projects;
•    Allow users to store full-text documents, associate them with citation metadata, and search across document content through full-text indexing, including optical character recognition (OCR) for scanned documents;
•    Provide comprehensive data export capabilities in standard formats including at a minimum RIS, bibtex, and endnote xml, to ensure data portability and migration flexibility.
- Administrative Requirements:
•    Customize and manage user accounts;
•    Set users' collaboration and annotation rights;
•    Measure and report on usage, including adoption and engagement metrics such as active user counts, citations generated, and group and departmental usage patterns;
•    Manage copyright compliance of full-text sharing; and
•    Create and share institutional citation styles
- The Solution must enable users to organize, read, annotate, and highlight full-text documents alone or with collaborators, collaborate on group projects, and edit online in real time. The Solution must also provide user-level data recovery options allowing restoration of accidentally deleted citations, documents, and collections.
- The Solution must support role-based access controls that reflect agency user population, including at a minimum distinct permission levels for students, faculty, staff, librarians, institutional administrators, and departmental administrators, with configurable privileges appropriate to each role.
- The Solution must govern access to features, licenses, and data by configurable role-based access controls that allow the University to assign granular permissions to users such as students, faculty, researchers, and administrators.
- The Solution must include secure data backup and disaster recovery procedures.
- The Solution must feature privacy controls allowing users to manage data sharing preferences.
- The Solution must comply with applicable state and federal data protection regulations.
