Electronic Medical Records System

The Vendor is required to provide Electronic Medical Records (EMR) System for use at agency.
- This system must adhere to state regulatory standards to ensure the protection of personal health information and support interoperability with both state networks through established data exchange standards.
- This will facilitate seamless sharing of medical records and enhance coordination of care.
- The EMR system will support various healthcare services, including travel health consultations, medical evaluations, and case management for ongoing medical care.
- The clinician users of the EMR will be stationed in state but may provide telehealth services virtually abroad.
- Provide to procure and implement an off-the-shelf subscription-based, cloud-based EMR system.
- This system will support security, digital medical record-keeping for Staff and their families deployed across 178 missions in 110 countries.
- System Maintenance & Compliance: Provide ongoing maintenance and updates to ensure the EMR system remains secure, functional, and compliant with applicable standards. Maintain and deliver system updates automatically such as for security updates or, regular maintenance or patch fixes, etc.
- The EMR system:
•    Data Management Plan: a comprehensive plan detailing: Regular data backup procedures, secure data retrieval methods and secure data transfer processes.
•    System Reliability Evidence: historical uptime data and system logs demonstrating the reliability and stability of the EMR system with previous users.
•    Project Implementation Plan: a detailed project plan outlining key milestones, timelines, and responsibilities for system implementation.
•    Training & Knowledge Transfer: based on the project plan, the bidder will provide comprehensive training materials and delivery of knowledge transfer sessions for agency super users.
•    User Acceptance Testing (UAT) Report: a formal report summarizing UAT findings, including identified issues and their resolutions prior to system launch.
•    Go-Live Support Plan: a support plan to ensure a smooth and stable deployment of the EMR system during the go-live phase.
