The Vendor is required to provide a utility billing customer interface portal software.
- Provide a website customer portal to city utilities rate payers through an online portal to access city customer accounts to make payments, view bills and transactions, set up autopay, review usage, set water and electric threshold alert notifications, start or stop new services, review or request payment extension, and request service calls.
- Provide insight into the system integration with various Utility Systems:
• Northstar utilities solutions;
• Paymentus;
• Metersense;
• Online utility exchange; and
• Infosend.
- Account management:
• View and manage accounts;
• Username and Login-Single sign on;
• Account profile-change email, password, username, telephone number, mailing address;
• Sign up for electronic billing statements;
• Sign up and set account for autopay (bank draft or credit/debit card);
• View and set payment extension;
• Alert notifications for new bill available, payment confirmation by email or SMS text;
• View final closed account status;
• Auto link & view multiple accounts with ability to pay multiple accounts;
• View all fees on the account such as new connection, reconnection, NSF, miscellaneous charges, etc.;
• Ability to download copy of statements via PDF or Excel;
• Compare historical usage; and
• Availability in multi languages.
- Outbound Communications:
• Alert notifications usage and set up threshold notifications;
• Email, IVR, SMS messages;
• Outage map to display current outages;
• Automated outage alerts; and
• Ability to report an outage.
- Content Management System:
• Mobile App or Webpage that supports mobile experience;
• Social Integration; and
• Experience in Utility system integrations and Utilities website portals.
