The Vendor is required to provide learning management system (LMS) for include:
1. Subscription structure
•    Tier-based internal user licensing (active and inactive classifications).
•    Scalable external user licensing model with annual reset functionality.
•    Volume-based scalability capable of supporting large inactive user populations.
•    Guaranteed minimum external user capacity structure.
•    Annual recurring subscription model.
•    Secure hosted environment with managed SSL certificate.
2. Usage model
•    External user license activation triggered by course completion or login activity.
•    12-month rolling access period per external user license.
•    Automated tracking and reconciliation of external usage.
•    Monthly usage billing capability (where applicable under agreement).
3. One-time implementation components
•    Historical data migration services from a prior LMS platform.
•    Restful API access for integration with external systems.
•    Single sign-on (SAML 2.0 compatible) configuration.
•    Standard implementation services with defined project management structure.
4. Enterprise integration capabilities
•    Restful API connectivity.
•    Scheduled data imports and exports (.csv flat file format).
•    SAML 2.0 single sign-on integration.
•    HRIS and CRM connector capability (if purchased).
•    Sandbox and production portal environments.
•    FTP and SFTP-based data synchronization options.
5. Implementation framework
•    Dedicated production portal.
•    Optional sandbox and test environment.
•    Project management oversight.
•    Configuration review sessions.
•    Administrator training (virtual).
•    User acceptance testing support.
•    Post-launch monitoring period.
6. Support model
•    Dedicated implementation project manager.
•    Account management contact for licensing matters.

•    24/7 technical support team.
