RFP Description

The Vendor is required to provide a lecture capture software solution with video storage, streaming, and content management.
- The ideal solution will require minimal set up and configuration by instructors in the classrooms, record reliably, and efficiently deliver optimal output for all users. 
- The solution will also seamlessly integrate with learning management systems (including Blackboard).
- The software solution should meet the following requirements:
1. Ingestion
•    Minimum capture 2 video streams + 1 audio stream (Mandatory)
•    Ability to perform full screen capture as one of the video streams (Mandatory)
•    Presentation slide text indexing with optical character recognition (OCR)
•    Easy auto-transcription of videos (minimum 85% accuracy) and ability to export videos to third-party manual transcription service
•    Windows/Mac application for individual use in office/at home
•    Windows application for use in classrooms by multiple users
•    Ability to perform basic video editing in standard web browsers with no additional plugins required
•    Import external media files for popular file types (.mp4, .wmv, .mpg, .avi, etc.)
2. Viewing
•    Authenticated users with option to share some videos to public (Mandatory)
•    Option to live webcast to authenticated users or public
•    Viewable on all platforms (Windows, Mac, iOS, Android) with standard web browser (no plugins required)
•    "Unlisted" videos that are not searchable but can be shared publicly via a link
•    Options for various playback speeds (i.e. 1/2x, 1x, 1.25x, 1.5x, 2x)
3. Management
•    Dynamic security groups based on Blackboard course memberships
•    Data residency in state
•    Sharing options for private, groups, or public
•    Create and share playlists of videos
•    Option to assign a video to a location (e.g. a folder) with multiple owners instead of a single user for shared videos
•    Video quizzes with questions embedded in videos, including reliable automatic grade upload to LMS Tools to export media
•    Auto-upload from classrooms (lectern computers with software installed) in background and while not logged in
•    Entire platform meets act accessibility requirements
•    E-mail alerts for failure or success of various events
