RFP Description

The Vendor is required to provide to implement a commercial off the shelf (COTS) energy management and information system (EMIS) also known as an energy information system (EIS).
- Anticipated Outcomes
•    The anticipated outcomes of this project include, but are not limited to:
•    Normalization and automation of data exports from county-owned egauge submeters to energy star portfolio manager (ESPM)
•    Automated retrieval, validation, and analysis of utility billing data
•    Integration of electric, gas, and water utility data with sub meter data to enable automated, building-level energy reporting to ESPM
•    Provision of a county-hosted user dashboard allowing energy data to be viewed publicly (no login required), with administrative functionality available to authorized county users to manage buildings, meters, and data configurations
•    Delivery of actionable insights to support continuous energy management and operational decision-making.
- Data Integration and validation
•    Secure data transfer between county-owned meters/control systems and vendor platform.
•    Integration of utility meter data (electricity, gas, water) per building.
•    Support for eguage platform exports; near real-time API-based interval data ingestion (min.10-minute intervals stored for at least 36 months).
•    Virtual meter consolidation; support for historical data storage (minimum 5 years, trended up to 15min intervals).
•    Ability to display data into coincident clusters ranging in size from 10 minutes to 1 year.
•    Integration with BACNET, MODBUS, OPC, CSV, RDBMS, SQL, plus weather data (automatic degree-day calculations).
•    Automatic data quality checks to include but not limited to gap/spike/flatline detection and owner notification.
•    Detect meter and sensor data quality issues and automatic owner notification. 
- Utility Bill Analytics
•    Automated retrieval of utility bills and/or manual entry with custom defined data fields.
•    Cost allocation for tenant billing and energy cost recovery based on building or occupant groups.
•    Savings analysis and comparison through benchmarking energy use intensity, weather normalization (ipmvp option c), and alignment of data with calendar months.
•    Greenhouse gas emissions tracking, customizable conversion factors, accounting for onsite renewables, and support for customizable commodities such as travel and fleet.
- Interval Meter Data Analytics
•    Flexible charting and tracking of metered energy use on sub hourly basis.
•    Flexible charting capabilities based on multiple meter types (whole building, end use). Near real time and historical energy cost visualization.
•    Unit normalization accounting for various factors like floor area, occupancy, degree days, etc.
•    Performance analysis: multi dataset plotting, ESPM integration, baseline modeling, predictive anomaly detection, user defined thresholds, alarm tracking.
•    Selectable time periods for data plots.
•    Configurable dashboards: public view (no login) and administrative dashboards; self-service for building and device data management (embed views in county website)
•    Prediction of energy use using key factors such as weather and occupancy.
•    Capability to set up multiple consumption baselines using key factors such as corporate goals.
- Clean Buildings Performance Standard (CBPS) Support
•    the EMIS shall support compliance with the state clean buildings performance standard, including:
•    tracking building performance relative to applicable EUI targets
•    reporting and documentation suitable for submission to the state department 
•    support for compliance with timelines, exemptions, and performance adjustments
•    historical performance tracking across CBPS compliance cycles
- Project Management & Reporting
•    Logging and graphing of energy efficiency projects (start/end dates).
•    Custom report generation; export to PDF, XLSX/XLS, CSV, XML.
- IT & Hosting Requirements
•    Data archival with backup and capacity for a minimum five-year retention.
•    Data return and destruction certificates upon owner request.
•    Historical data may be downloaded at any time by owner.
•    SaaS model with owner data ownership; vendor meets county network security standards.
•    Cybersecurity practices compliant with county standards.
•    Role-based access control system with configurable permissions by location and building, including strong password enforcement.
•    Responsive, user-friendly interface across tablets, phones, pcs, and major browsers; customizable views by user
- Ongoing Services / EMIS Capabilities
•    Central secure data repository, editable by credentialed users, with audit tracking.
•    Full support for all utilities and submeter types used by county.
•    Software updates: provider shall provide software updates free of charge throughout the contract period (for current version of software).
•    Implementation:  provider will fully test all functions of the system including data import, export, and analytics.  The provider will provide a certification covering all tested features including but not limited to: key performance indicators and metrics are correctly calculated, desired external data has been accurately integrated, historical data has been imported and integrated, dashboards, charts, and other visualization features have been configured, alerts and alarms have been configured, and reports have been configured.
•    Warranty for setting up services shall commence after setting up and testing, for a minimum period of 12 months.
