The Vendor is required to provide FOIA software solution should already be configured to process FOIA requests and should not simply be a platform with the capability of conforming to FOIA request functionality.
- Software requirements
• Allows for online submission of FOIA requests by members of the public.
• Allows for dissemination of redacted documents to the requester.
• Requests can be sent to different departments for processing.
• Support collecting fees a payment module.
• Deadline management and notifications to alert stakeholders re: deliverable dates.
• Deadlines are automatically calculated.
• Data collection should be highly secure and meets requirements of FOIA, FERPA, and HIPAA.
• The vendor should have in-depth security controls in place to meet the regulatory compliance requirements, as validated by a third-party audit report (such as soc2 audit).
• Data remains the property of the university and not the property of the software provider.
• Has options for pulling reports of requests processed and in process.
• Meets digital accessibility standards as outlined by the ADA.
- Data migration
• The university needs the ability to migrate existing data, including responsive records and request information and history, from the current FOIA processing software into the new system.
• This would mean data from currently-opened requests, as well as requests that have been closed out.
