The Vendor is required to provide the new fuel management system for the agency are to ensure accountability, operational reliability, integration, 24/7 software support and on-site support to assist department in managing its fuel assets.
- The System is replaced:
o All fueling sites are able to dispense fuel using the new fuel management system.
o Department is able to track multiple tasks and situations using the new software.
o All vehicles are able to fuel at any department fueling site using existing access control systems.
o Department vehicle maintenance section will be able to monitor fleet vehicle usage, including miles driven, and idle times to be more efficient in operation.
o Department finance division will be able to better manage and monitor the fuel use for all vehicles, personnel and fuel tank levels for all of department.
- The contractor shall be able to respond to emergency services within twelve (12) hours from the time of notification after the emergency has occurred.
- All fuel management equipment must be compatible with agency’s current fuel tanks, pumps, lines and wiring currently used.
- System requirements:
o Major components shall be engineered, manufactured and supported in the country.
o Utilize components that can be maintained, serviced, and supported locally with minimal downtime.
o Manufacturer support for software-related issues must be available 24/7.
o Must have local vendors with a maximum two (2) hours response time.
o Accurately record all fuel transactions by vehicle, operator, time, and location to prevent unauthorized use and fuel loss.
o Provide auditable data for internal review, fiscal reconciliation, and external compliance reporting.
o Ensure continuous, reliable fueling capability for Department 24/7 fleet operations.
o Having a vehicle interface module to read vehicle information without having a vendor to install and calibrate.
o Vehicle interface module must be able to provide information to a fleet management program with all information that can be obtained via obd2 interface connection point.
o Support integration with Department fleet management and maintenance software to automate data sharing and reporting.
o Seamlessly interface with existing veederroot automatic tank gauge (“ATG”) systems live tank monitoring and reconciliation.
o Able to automatically reorder fuel and send alerts on unauthorized use or malfunction.
o Enable remote access to transaction and inventory data through a secure network or cloud-based interface.
