The Vendor is required to provide an online platform to administer assessment-related products and services for staffing in one or more of the following streams:
• Pre-recorded (asynchronous) video interviewing
• Skills testing
• Automated reference checking; and
• Assessment scheduling

1. Languages
• Be available using an English and French interface.
2. Administration
• Provide a user management system and administrative control panel that allows the project team to administer role-based access controls to an unlimited number of privileged users within the platform.
• Uniquely identify and authenticate privileged users
o Allow the project team to access all privileged users’ accounts and data as needed.
• Allow for the management of individual staffing processes, including the ability to add and remove user access per staffing process.
• Allow the project team and privileged users to perform all functions needed to administer assessment related products and services for each staffing process, including:
o Uploading and downloading candidate information, individually and in a bulk format, assessment content and material, and results without restriction
o Customizing content, templates, test instructions, rating guides, and questions
o Automating tasks and communication such as sending invitations with a unique link to access the assessment, as well as reminders to candidates or others as required.
o Automated communication must be in compliance with all spam regulations and must allow candidates and others involved in the process to be able to withdraw from future communications if requested.
o Determining the period during which candidates can access the online platform to complete or schedule an assessment
o Providing flexible options to allow for assessment accommodations (e.g., additional time, breaks, different font sizes, alternate formats, alternative administration options, etc.)
o Establishing restrictions that will preclude candidates from completing an assessment more than once per staffing process or within re-test periods
• Allow for the contractor to customize the platform to provide a agency branded experience using customizable fonts, font sizes, and assessment instructions for candidates and referees.
• Be accessible to the project team, privileged users, referees, and candidates through the internet, without any software download.
• It must be available for both Microsoft and iOS users, and supported on a variety of web browsers (i.e., chrome, edge, Firefox) in their current and subsequent releases.
• Be accessible on a personal device, as well as the agency network for privileged users, inside of country.
• Access outside of country is limited through the agency network.
3. Service levels
• Have at least 99.7% uptime.
• Platform must be accessible twenty-four (24) hours per day and seven (7) days per week outside of regularly scheduled or urgent maintenance.
• Planned outages or updates must be limited to no more than 0.03% of monthly measured time, and must be limited to off peak hours (12 am to 6 am Est).
4. Platform orientation
• Have an online tutorial in English and French to allow candidates, as well as referees, to learn how to navigate within the online platform.
5. Artificial intelligence
• The contractor must disclose if artificial intelligence (AI) is used to perform any functionality within the contracted product.
• Any use of AI is subject to the approval of the agency project authority.
