The Vendor is required to provide continuity of operations software to better understand market capabilities, configuration options, deployment considerations, budgetary software costs,
- Requirement:
1. User experience and decision support
•    Intuitive user interface: describe the user interface design and any "wizard-based" or guided environments designed to support end users, ensuring engagement and simplified data entry for both planners and administrators. 
•    Guided methodology and decision support: describe how the platform uses information to aid decision making.
•    Dashboard display: describe any dashboard capabilities that provide leadership with a holistic view of operational risks, readiness status, and interdependencies across business units and the broader organization. 
•    Dynamic threat alignment: describe the integration of pre-identified risks and how the platform might weight process risk based on the current threat landscape (e.g., cyber-attack, severe weather). 
•    Incident coordination: describe the ability to produce plans and recommendations to support live coop operations during a real-world incident. 
•    Data lifecycle: describe automated features for notifying end users of data changes or required refresh cycles.
2. Regional governance and scalability
•    Multi-tenant ecosystem: describe the architecture allowing the cos and municipal partners to operate in isolated environments while benefiting from a shared regional platform.
•    Standardization and knowledge sharing: describe capabilities to deploy standardized coop templates and shared resource databases across all member municipalities to ensure regional consistency. 
3. Enterprise integration and security source cloud-based system: 
•    Cloud-based system: describe the SaaS solution architecture and its ability to integrate with single sign-on (SSO) providers. 
•    Audit and transparency: describe version control and audit capabilities. 
•    Data residency: please indicate the geographic location of data hosting and servers. 
•    Security measures: please provide a detailed description of the IT security measures currently implemented on your platform, including any protocols, tools, and compliance standards followed.
