RFP Description

The Vendor is required to provide public engagement solution, to assist in public education, outreach, engagement, and the collection of feedback on various city initiatives, plans, and projects.
- The platform will support public engagement, transparency, and data-informed decision-making.
- Functional requirements
•    View information on municipal projects, initiatives, plans, and consultations 
•    Access project descriptions, timelines, maps, documents, images, and other supporting materials 
•    Provide feedback through a variety of engagement tools, which may include but are not limited to:
o    Surveys and questionnaires
o    Comment forms or written submissions
o    Interactive mapping or location-based feedback
o    Polls, rankings, or idea submissions
•    Participate anonymously or with optional account creation, subject to municipal requirements. 
•    Access the platform across devices (desktop, tablet, and mobile)
- Administrative features
•    A secure administrative interface for managing content, projects, and engagement activities
•    Tools to create, edit, schedule, and publish public engagement activities
•    Moderation controls for public input, including options for filtering, flagging, and approval options
•    Data management tools to review, analyze, export, and report on public feedback
•    User roles and permissions to support multiple staff users
•    The ability to archive completed projects and retain historical engagement records
- Accessibility, privacy, and security
•    Comply with the accessibility for act, 2005 and the
•    Regulations thereunder (e.g., WCAG 2.0, level aa or equivalent)
•    Meet all applicable privacy legislation and municipal data protection requirements of data and data retention practices
•    Employ appropriate security measures to protect public and municipal data
- Integration and technical requirements
•    Hosting services should reside in country
o    Include hosting services or clearly identify third-party hosting requirements
•    At a minimum, support single sign-on with multifactor authentication (MFA)
•    Allow data export in common formats (e.g., csv, excel, pdf)
•    Be scalable to support varying levels of public participation
- Implementation and support
•    Project management and implementation planning
•    System configuration and customization
•    Training for municipal staff
•    Ongoing technical support, maintenance, and system updates
•    Providing documentation and user guides
- Optional and value-added features
•    Advanced analytics, sentiment analysis or trend identification
•    Multilingual support
•    Integration with GIS systems or third-party engagement tools
•    Custom reporting dashboards
•    Indicate if application programming interface (API) integration is available
•    Engagement models that support targeted or representative groups (e.g. Focus groups, panels or control groups), including the ability to compare feedback from these groups with broader public participation results.
