RFP Description

The Vendor is required to provide dispatch recording system will maintain discrete recordings of incident initiation calls between the public, APD dispatchers, and first responders.
- Beyond hosting these multimedia files, seamless linkage to aurora's records management system for organization and retrieval will be required from the selected partner.
- Key functionalities of the desired system include:
•    Omni-channel capture: continuous recording of incident-initiation calls between the public, APD dispatchers, and first responders, including telephony and radio traffic. 
•    Microsoft single-sign on (SSO) to streamline user access and management. 
•    Modern web-based portal: a fully responsive, browser-based interface for authorized personnel to search and redact multimedia without the need for locally installed software. 
•    Incident reconstruction: the ability to synchronize audio and metadata into a unified playback view that reflects the exact chronological order of events. 
•    CJIS compliance: strict adherence to criminal justice information services (CJIS) security standards for data encryption, access control, and audit logging given sensitive subject matter passing through system. 
•    Search and retrieval: advanced filtering capabilities allowing users to locate discrete recordings by time, date, dispatcher id, or associated RMS metadata. 
•    Export: native tools to securely export files for FOIA or judicial requests.
- Key technical aspects of the desired system include:
•    Mark43 cad metadata association: the ideal system would automatically associate an audio record with cad incident metadata for organization and ease of retrieval. 
•    Evidence.com integration: implementation of a "URL link-out" interface within axon's evidence.com, allowing users to jump directly to the recording portal for playback or download. 
•    Open API access: the vendor should provide documented open APIs to facilitate the seamless exchange of data between the recording system and the mark43 and evidenc.com environments. 
•    Resilience: robust failover capabilities to ensure zero loss of recording during mission-critical operations or system maintenance.
