The Vendor is required to provide Express Lane System Manager and Program Support Services for Agency.
- Program and Contract Management and Administration
• Provide staffing, oversight, scheduling, administration, review, and coordination for all work performed under this contract, including subcontracted work.
• Develop and maintain work plans, schedules, budget estimates, task orders, and contract documents.
• Monitor and report on work progress regularly.
• Submit monthly progress reports and invoices that track actual-to-budgeted cost and summarize work progress.
• Facilitate information exchange among stakeholders through memos and meetings.
• Participate in meetings with officials or other persons as directed by agency.
• Prepare meeting minutes for all meetings attended and distribute to agency within 3 business days of each meeting.
• Perform other contract administration tasks as required.
• Provide program management administration support, ensuring comprehensive document organization and control. This includes real-time access to all files and documents, robust file management and IT information security protocols
- Provide strategic advisory services, which includes but is not limited to:
• Preparation of white papers, executive summaries, recommendations.
• Representation and/or support on regional, state, and federal tolling efforts and initiatives, as requested.
• Advice on technical projects that impact the Program.
• Advice on ways to enhance business operations.
• Preparation of planning documents such as a Strategic Plan.
• Providing technical expertise on areas of maintenance of the toll system and its infrastructure, including fiber optics.
- Developing Technologies: Developing technologies such as automated vehicle occupancy detection, and mobile/web applications for occupancy and/or toll payment may affect integration or coordination with existing and future express lane systems.
- Issue tracking
• Track toll system performance trends and monitor/identify areas of concern or elevated risk. Present findings, results, conclusions, and recommendations that will improve system performance.
• Coordinate with the Toll System Integrator (TSI) to resolve issues in a timely manner.
- Changes/Enhancements Control
• Review toll system change requests and system release notes and provide thoughts, recommendations, and approval prior to release deployment as needed.
• Review and provide recommendations/analysis on operator-suggested system enhancements.
- Oversee infrastructure maintenance activities
• Review preventative maintenance schedules and logs
• Provide support for corrective maintenance activities, including coordination with maintenance contractor and utility providers, development of scopes of work, and review of quotes for replacement items.
