The Vendor is required to provide for a comprehensive, secure, cloud-based software-as-a service (“SaaS”) solution to develop and maintain an online assessment public facing information portal (the” Portal”) that will provide 24/7 sharing of parcel centric information to the real property professional community, local, state, and federal agencies, and most importantly the county property owners and taxpayers (the “Solution”).
- The Solution, which will provide the public, including the real property professional community, local, state, and federal agencies, and most importantly the County property owners and taxpayers with 24/7 access to Assessment data, extracted from Real Property System(“RPS”) Version 4 (“RPS V4”), as well as future versions of RPS.
- The Solution must be a comprehensive, secure, cloud-based SaaS that meets the following, non-exhaustive criteria:
• Hosted Cloud-Based SaaS: The Solution must be software as a service (SaaS) and cloud-based.
• The Solution must provide recoverable backups. Redundancy and fail over measures.
• The Solution must provide a user-friendly online portal, with web and mobile-friendly interfaces, using Windows, Android and Apple (IOS) operating systems.
• The Solution must provide an ability to interface with web and mobile phone devices, using Windows, Android and Apple (IOS) operating systems.
• The Solution must provide a process to purge documents and/or data as specified by the County.
• The Solution must provide security permissions by groups and individuals based on roles.
• The Solution must provide the ability for County users to selectively copy data to external storage media, as needed, based on each County user’s needs and/or requirements.
• The Solution must securely store data and control user access based on County roles.
• The Solution must be compliant with all applicable NYS cyber security and data protection laws.
• The Solution must have a Multifactor Authentication for security.
- The Solution must allow for the batch export of parcel data. Supported formats must include Excel, JSON, and comma-delimited files.
- The Solution must include robust search features, including:
a. Comparable sales search within a defined date or sales range, name, address, and parcel ID look up at both the county and municipal level.
b. Ability to allow search by parcel split hierarchical tracking.
c. Parcel merge hierarchical tracking.
d. Subdivision and detailed parcel recording.
- The Solution must link or integrate with Google Maps, Bing Maps, Eagle view CONNECT Explorer and NearMap and any and all other existing County GIS web services.
- The Solution must include any and all required web hosting services. If cloud-based hosting is used, all data must be stored within the country. The Solution system must operate 24/7, with continuous monitoring and up time. The Vendor must promptly troubleshoot and resolve all issues as they arise.
- The Solution must include a comprehensive, fully documented disaster recovery plan.
- The Solution’s disaster recovery plan must ensure business continuity in the event of the Solution failure.
- The Solution’s disaster recovery plan must include procedures for data restoration, recovery, and failover.
- The Solution’s disaster recovery plan must align with industry best practices for minimal downtime and service reliability.
- The Solution must support both custom and standardized report generation. Reports generated by the Solution must be based on assessment, sales, and parcel data.
