The Vendor is required to provide for financial reporting software for city.
- Software Solution Requirements
• Provide an integrated financial reporting and publishing software solution that supports complete ACFR document development, including the Introductory, Financial, and Statistical sections.
• Enable the production of overlay graphics, narrative text, tables, and footnote disclosures within a single desktop publishing environment.
• Support the import and integration of Microsoft Excel files, PDF files, images, and various other content types.
• Facilitate multi-year data presentation and formatting consistent with GFOA and GAAP standards.
- SAP Integration
• Establish a secure, one-way interface with the City’s SAP system, or provide an alternative method for a scheduled data upload/extract approach if direct integration is not feasible.
• Import the City’s chart of accounts and historical trial balance data for real-time or near-real-time reporting.
• Map SAP data structures (FI, CO, FM, PS modules) to financial report components, ensuring compliance with applicable accounting standards.
- Multi-User Collaboration
• Enable concurrent access for 12–20 users to collaborate on ACFR documents.
• Provide real-time editing, commenting, approval workflows, and version control functionality.
• Maintain audit logs of all user activity and document changes.
- System Performance and Scalability
• Support future scalability for expanded reporting needs, additional users, or integration with other City systems or financial modules without requiring major system overhauls.
• Optimize system responsiveness for large documents (300+ pages) and high-volume data (thousands of records).
• Handle large datasets, graphic elements, and extensive document types and sizes without performance issues.
• Conduct load testing under peak conditions
• Validate processing speeds, error rates, and system responsiveness
- User Interface and Accessibility
• Design a user-friendly interface with intuitive navigation for non-technical users.
• Ensure the software is intuitive and easy to navigate for new users.
• Include built-in tools to enhance document formatting, readability, and design.
• Minimize the need for extensive training or detailed manuals for basic editing and publishing tasks.
• Ensure accessibility from various devices and locations with secure login and permission controls.
- Workflow and Project Management Features
• Provide a centralized project dashboard with task assignments, scheduling, and status indicators.
• Enable workflow features include comment tracking, document approval routing, and automated notifications.
• Support the creation and management of multiple report types (e.g., ACFR, PAFR, interim financials) within the same environment.
- Configure and Customize System
• Configure the system to align with City-specific accounting and reporting structures.
• Create custom templates and workflows for City reports and schedules.
