RFP Description

The Vendor is required to provide offering extensive data and analytics literacy training programs through an online learning platform, collectively referred to as the “solution”.
•    The solution’s learning content will aid in increasing the employees’ ability to leverage data effectively with a goal of changing employee behavior by increasing data and analytics literacy through training and personalized learning pathways, and to measure and demonstrate the value behind this change effectively.
•    The solution’s learning content will be structured and provide up-to-date training on data and analytics literacy and relevant concepts. 
•    Topics should include but not limited to data fundamentals and data quality, data governance, security and ethics, analytics essentials (descriptive → diagnostic), data visualization and storytelling, AI and machine learning literacy or applied business analytics.
•    The learning content will provide the following:
o    Short, bite-sized, and engaging modules designed for different learning personas and skill levels, from foundational data literacy to advanced technical expertise. 
o    The learning content must be available in both, French and English of equal quality. 
o    Offer personalized learning pathways based on role and skill level
•    Online training credentials and recognition will provide the following:
o    Online training programs that culminate in recognized and verifiable learner achievements, consistent with current industry standards for digital learning. 
o    Issue formal credentials upon successful completion of training modules or programs, which may include:
1.    Certificates of completion 
2.    Digital badges (e.g., open badges–compliant)
3.    Micro-credentials 
4.    Accreditations or continuing education units (CEUS), where applicable
•    If required, integrate credential issuance seamlessly with the proposed learning management system (LMS) through sap success factors, including automated awarding, tracking, and reporting of credentials. 
•    Provide the ability for the organization to customize branding (e.g., organizational logo, signatures, and design templates) for credentials issued through the platform. 
•    Ensure that the credentials remain accessible to learners permanently, or for a minimum duration specified by the organization, even if they no longer have an active subscription. 
•    The solution will include the bidder’s service level agreement(s) in accordance with bidder’s SA contract.

•    Ability to create tailored learning paths based on employee roles, self-assessment results, and skill levels, with adaptive recommendations that evolve with user progress. 
•    Built-in self-assessment tools and analytics dashboards to monitor engagement, skill development, measure current competencies, recommend appropriate training, and capture learning outcomes across corporation. 
•    Ability to measure the value delivered to the organization via training provided to corporation employees, enabling their work. 
•    Integration with corporation enterprise identity provider supporting single sign-on (SSO) and multi-factor authentication (MFA), ensuring data security and ease of access. 
•    All learning materials and platform interfaces available in English and French of equal quality, designed to meet accessibility standards. 
•    Functionality enabling managers to plan learning paths with team members, track progress, and recommend content to support performance and development goals. 
•    Advanced reporting tools to measure engagement, skill progression, and organizational impact, with the capability to export data (csv or equivalent) for internal analytics.
•    Incorporation of gamified and micro learning experiences to enhance engagement and retention of learning outcomes is considered a nice to have add-on. 
•    Privacy and data minimization: store only name + corporate email; no birthdates, phone numbers, or unnecessary personally identifiable information (PII).
