RFP Description

The Vendor is required to provide validated, evidence-based risk-needs assessment tools for both juvenile and adult probation populations.
- The department intends to replace its current juvenile risk needs instrument and adult risk needs instrument with modern tools that offer improved predictive validity, case-planning support, full data access, and alignment with current evidence-based practices.
- Provide market information for a validated, Evidence Based, risk-needs assessment system (System) for both juvenile and adult populations.
- The desired System will provide assessment tools, reporting capabilities, integration with the County's current case management system, comprehensive training for staff, implementation services, and ongoing support.
- The new System must improve predictive accuracy, support effective case planning, increase analytic capability, and align with modern evidence-based practices.
- Project and System Objectives
•    Acquire validated assessment tools for juvenile and adult populations.
•    Improve predictive validity, reliability, and consistency in assessment scoring.
•    Support case planning through domain-based and user-friendly reporting.
•    Ensure access to raw data for analytics and CQI.
•    Integrate assessment results into the department’s case management system.
•    Establish a sustainable training, implementation, and support model.
•    Modernize risk-needs assessment practices in alignment with the Risk-Needs-Responsivity framework.
- Assessment Tool Requirements
•    Validation and Evidence Base
•    Documented predictive validity and reliability.
•    Research demonstrating validity across diverse populations.
•    Availability of published studies or peer-reviewed research.
•    Demonstrated bias testing for race, ethnicity, and gender.
- Functionality
•    Clear scoring structure organized by domains or key criminogenic factors.
•    Reporting tools that support individualized case planning.
•    Ability to administer initial assessments, reassessments, and progress checks.
•    Reasonable administration time suitable for field and institution staff.
•    Crossover capability preferred.
- Accessibility and Data Control
•    Ability for the County to access raw assessment data at the item and score level.
•    Export capability for analytics, dashboards, and research.
•    Flexible reporting formats.
- Implementation Requirements
•    Project start-up and discovery.
•    Business requirements development.
•    System configuration and customization.
•    Data integration and testing.
•    Pilot or user acceptance testing.
•    Go-live support.
•    Transition to full operational use.
