RFP Description

The Vendor is required to provide staffing and workforce solutions on an as-needed basis.
- Requirement:
1. Employer of record (EOR) and leaseback employee services
•    The contractor shall serve as the legal employer of record for assigned personnel and shall assume all responsibilities associated with that role. 
•    Services shall include onboarding, payroll administration, tax withholding, workers’ compensation coverage, unemployment insurance, benefits administration (if offered), human resources compliance, risk management, reporting, and regulatory oversight. 
•    EOR services may include post-retirement rehire or retiree engagement programs (“leaseback employee services”), structured in full compliance with applicable federal, state, and public retirement system regulations. 
•    Ensure that no employment relationship is created between the member and assigned personnel and shall indemnify members from liabilities arising from the contractor’s role as employer of record.
2. Temporary staffing and staff augmentation services
•    Provide qualified temporary personnel to supplement the member workforce and support operational and programmatic needs. 
•    Labor categories may include, but are not limited to, administrative, professional, technical, clinical, operational, skilled trade, and other classifications as required. 
•    Personnel may be provided across a wide range of skill levels, licensure requirements, and functional disciplines in support of governmental, educational, and nonprofit operations on a short-term, long-term, seasonal, temp-to-hire, or project basis.
3. Substitute staffing services
•    Provide qualified substitute personnel to ensure continuity of instructional, administrative, and operational services during employee absences or temporary vacancies. 
•    Substitute categories may include teachers, paraprofessionals, administrative personnel, classified personnel, and other support personnel, consistent with the member’s workforce structure. 
•    Shall maintain scheduling and assignment management capabilities sufficient to provide real-time fill status, assignment tracking, credential verification, and reporting, using tools or platforms of its choosing, unless otherwise required or approved by the member.
4. Managed service provider (MSP) services
•    Provide managed service provider services for the centralized coordination and administration of contingent workforce programs for members, including the management of staff augmentation and project-based staffing engagements managed through an MSP and VMS program. 
•    Services may include requisition workflow administration; coordination, onboarding, and oversight of staffing suppliers; rate governance and pricing transparency; credential verification and compliance tracking; performance management and supplier scorecards; consolidated billing, timekeeping, and invoice validation; reporting, audit support, periodic business reviews, and continuous program optimization. 
•    Provide or support a vendor management system (VMS) or similar technology platform to facilitate requisition management, supplier coordination, credential and compliance tracking, time and expense management, invoicing, reporting, and audit capabilities, with sufficient transparency and system access to support member oversight. 
•    Also support supplier network management, including supplier qualification, onboarding, performance monitoring, and equitable supplier engagement practices, as well as offer direct sourcing or talent pool solutions to assist members in identifying and engaging qualified contingent workers through curated talent pools, candidate communities, or other sourcing strategies.
5. Recruitment and direct-hire placement
•    Provide recruitment and direct-hire placement services to assist members in filling approved permanent vacancies, including professional, technical, administrative, leadership, and executive level positions. 
•    Services may include candidate sourcing, recruitment outreach, evaluation and screening, and presentation of qualified candidates for member interviews and selection. 
•    May also assist with interview coordination, reference and background verification, and support related to offer and employment agreement coordination. 
•    For purposes of this contract, “placement” shall include any circumstance in which a candidate identified, recruited, or facilitated by the contractor is hired or engaged by a member. 
•    For executive-level searches, contractors may provide confidential candidate outreach, stakeholder engagement processes (as requested by the member), and executive candidate identification. 
•    Recruitment services may also include the sourcing, screening, and placement support of internationally qualified candidates for employment with members. 
•    Services may include activities related to candidate eligibility verification, credential review, licensure assistance, relocation coordination, onboarding support, and related program administration services associated with international recruitment.
