RFP Description

The Vendor is required to provide GPS real-time tracking devices and associated licenses that will be used to monitor division containers that store and move election material.
- Provide a complete solution including the necessary hardware, software licenses, network connections and data plan (if necessary) for each of the GPS devices, installation, training, and ongoing support services.
- Requirement for GPS tracking devices
•    GPS tracking devices must be rugged, weather-resistant, and handheld palm size with their own power.
•    Location accuracy:
o    Must have location accuracy within 2.5 meters.
•    Location monitoring:
o    Ability to ping continuously on a battery charge when in motion.
o    Ability to ping every 2 hours on a battery charge when not in motion.
o    Ability to schedule and configure pings.
•    Battery:
o    Minimum of 7 day/168 hours of continuous operation on a single charge when not in motion.
o    Minimum 5 hours of operations when pinging continuously
o    Ability to charge via USB-c.
o    Ability to connect external battery packs for additional longevity.
•    Connectivity:
o    Support for 4g LTE data networks with fallback to 3g where necessary.
•    Geofencing:
o    Capability to set up and monitor geofences with real-time alerts when device exits and enters geofence.
•    Desired but not required:
o    Ability to turn off and suspend service for month’s devices not needed.
- Software licenses
•    Platform:
o    Web-based platform accessible via standard web browsers (chrome, Firefox, edge).
•    Time tracking:
o    Configurable ping settings for in motion and not in motion tracking ideally with ability for real-time pings every 30 seconds.
•    Notifications:
o    Ability to configure alerts.
o    Ability to configure who will receive alerts.
•    Reporting:
o    Customizable reporting features, including route history, stop durations, and geofence breaches.
•    User management:
o    Role-based access control to manage user permissions and access levels for at least 25 users.
- Service requirements
•    Training:
o    Training for county staff on the use of GPS tracking devices and software platform.
•    Support:
o    24/7 technical support.
•    Maintenance:
o    Regular maintenance and firmware updates for all GPS tracking devices.
•    Warranty:
o    Minimum 3-year warranty on all hardware components with replacement of defective units.
