RFP Description

The Vendor is required to provide a state-of-the-art gated parking revenue control system including real-time centralized processing of data for all the authority parking facilities and a central monitoring station for intercoms, cameras at all entrance and exit lanes, and access control for the parking equipment.
- Centralized
•    Monitor all field devices, e.g., entry station status, barrier gate status, express exit station status, cashier stations status, lane status display, ups unit status, etc. 
•    Monitor cameras at all entrance and exit lanes and allow the authority operator to help customers including the approval of exception transactions occurring in lane.
•    Control access to the parking facilities with the ability to change rates, fee tables and manage permit holder accounts (access cards) from one centralized location. 
•    Send all data (fee tables, user account information, etc.) to all or selected parking facilities (including all devices) from one central location. 
•    Allow users with the appropriate authorization to issue remote commands from system workstations to the field devices such as raising and lowering the barrier gates; rebooting the entry or exit station; putting the entry or exit station in or out of service; changing the lanes status signs; applying software patches and updates; etc. 
•    The central monitoring station must be remotely accessible over an encrypted internet based (TCP/IP) network.
- Scalable
•    The life of the system, the authority may build facilities that will provide additional parking or incorporate existing parking facilities into the system. 
•    The system shall be scalable to accommodate future expansion, including additional lanes and facilities.
- Audit capabilities
•    The system shall have the ability to perform audit trails of all user account activities, i.e. changes in the fee tables, remote control access to devices, transactions performed, exceptions approved, etc. 
•    The use of central controls shall be logged with user id, password, time, description of device controlled, and action taken
- Hardware requirements
1. Entry devices:
•    Ticket dispenser contactless option (supports ticketless based on LPR and option to phone number with fallback to issuing ticket in case of misread).
•    RFID mid-range monthly access readers (see below)
•    Barcoded or QR coded tickets required
•    Screen with the ability to display messages including any errors
•    Barcode reader capable of reading multiple types of barcodes and QR codes on both printed paper and electronic devices.
•    Intercom speaker and microphone
•    Surge protection is required
•    Credit card and phone number in/out credit card acceptance functionality
•    Integrated PCI p2pe credit card (swipe, chip, and contactless) reader
•    Event mode (supports full interface of pay on ENTY including credit card for special events)
•    Video camera
•    Touch screen and embedded on board -supports offline
2. Parking gates:
•    Gates that communicate status and gate vends by type
•    Ability to remotely vend
•    Straight and folding gate arms where dimensions allow. 
•    The respondent is responsible for making sure the gate arm has the appropriate vertical clearance.
•    Optional variable lighting on gates
3. Exit verifiers:
•    Credit card acceptance functionality
•    RFID mid-range monthly access readers (see above)
•    Screen with the ability to display multiple messages including errors
•    Barcode reader capable of reading multiple types of barcodes and QR codes on both printed paper and an electronic device
•    EMV payment acceptance
•    Integrated PCI p2pe credit card (swipe, chip, and contactless) reader
•    Event mode (ability to issue exit credential to pre-pay customers and also supports full interface of pay on exit including credit card for special events)
•    Intercom speaker and microphone
•    Device must be able to issue a receipt
•    Surge protection is required
•    Video camera
•    Touch screen and embedded on board -supports offline
4. Pay stations:
•    Credit card and cash (if applicable) acceptance functionality
•    Screen with the ability to display multiple messages including errors
•    Barcode reader capable of reading multiple types of barcodes and QR codes on both printed paper and an electronic device
•    Device must be able to issue a receipt
•    Intercom speaker and microphone
•    Surge protection is required
•    EMV payment acceptance
•    Integrated PCI p2pe credit card (swipe, chip, and contactless) reader
•    Event mode (ability to issue exit credential to pre-pay customers and also supports full interface of pay on exit including credit card for special events)
•    Video camera
•    Touch screen and embedded on board - supports offline
5. Online validations and coupon printer:
•    The printer must be able to print batches of validations and discount coupons.
•    Online validation system with external validations, mobile and web capabilities.
•    The system must allow customers to purchase, print, and distribute validations which are also tracked through the system’s standard reports.
6. Intercoms:
•    Each device with ability to connect to an on-site or off-site call center.
•    H. License plate recognition cameras (LPR):
•    Supports pre-capture for all LPR lanes
•    Support search ticket by LPR and present actual fee when lost ticket button is pressed
•    Embedded supports management of blocked list for transients who are not allowed in the garage
7. System and network:
•    Ability to power on to full operation within 10-15 seconds.
•    Offline mode – ability to support transactions not limited to ticket fee calculation, credit card processing, validations and monthly transactions.
