RFP Description

The Vendor is required to provide primarily fixed route passenger information system with future capabilities for on-demand ride services within a designated area.
- Fixed route service
•    University primarily operates fixed routes for travel between area campuses.
•    The system must provide for real-time information for passengers. 
•    With an auto refresh rate minimally of 3 – 5 seconds. 
•    The system must provide for a mobile app for passengers that provides zero delay real time vehicle tracking for both iOS and android at no cost to the user.
•    The mobile app must provide:  
o    An interactive map that shows all routes, stop locations, current user location, and current bus locations 
o    Stop arrival predictions for each route and stop 
o    Real-time passenger load on buses 
o    Wayfinding via user’s mobile location 
o    Service alerts for detours or service interruptions (pop-up alerts preferred). 
o    The ability to post service alerts, notifications, or messages to the public that pop up in the web browser and in the app. 
o    Push notifications
o    The ability for passengers to set up arrival and SMS notifications within the app. 
o    The mobile app must allow all features to be accessible in multiple languages and compatible with accessibility requirements
•    The system must provide a public website that includes similar features to the mobile app, including the passenger’s ability to subscribe to stops and set up SMS notifications. 
•    The public website must be compatible with accessibility requirements
•    The system must provide open API so that essential data from the vehicle tracking website can be integrated into other apps and web interfaces. 
•    The system must provide automated passenger counting for boarding’s and alighting’s. 
•    The system must provide automatic vehicle locating (AVL) and global positioning system (GPS) units and signal transmitting hardware installed to track bus movements. 
•    Installed AVL systems can be wireless or wired, as long as the required integrations are met.
•    CAD (computer aided dispatch)
1. Real-time information: 
o    Real-time speed information. 
o    Current vehicle on-time performance (OTP) on-screen. 
o    Current vehicle passenger load (raw data or percentage) 
2. Capabilities: 
o    Ability to customize visibility of routes on display. 
o    Ability to assign each vehicle to its daily scheduled route. 
o    Service alerts that connect to public-facing application. 
3. Instant replay viewer that shows all vehicles, assigned or unassigned for any time within the past 31 days.
- Technology
•    Provide a brief description of hardware to be installed on the buses.
•    Provide a brief description of their software and system. i.e., cloud hosted, single sign on, etc. 
•    System should have voice annunciation for stops. 
•    Provide a brief description of the integration capabilities of their system to other transit devices. I.e. electronic sign boards on the buses, etc.
