RFP Description

The Vendor is required to provide all-in-one airport management solution shall include, at a minimum, modules for part 139 compliance, work order management, lease management, safety management system (SMS), learning management system (LMS), aircraft rescue and firefighting (ARFF) reporting, badging and credentialing, gate management, GIS mapping, permitting, and related operational functions.
- System architecture and accessibility
•    Be fully cloud-based (SaaS) with secure hosting 
•    The proposed system must ensure that commission data is protected through regularly scheduled backups stored in secure, country based data centers. 
•    In the event of platform interruption, outage, or system failure, the system must provide the capability to fully restore data and resume operations with minimal disruption. 
•    In the event of a loss of cellular or internet connectivity, the application shall continue to operate normally. 
•    All data entered during the outage shall be retained locally and shall automatically synchronize with the system once connectivity is re established. 
•    The system must include a dedicated mobile application available for both iOS and android operating systems. 
•    The mobile application must provide full operational functionality comparable to the desktop platform and must not be limited to access through a mobile web browser. 
•    The system interface must be mobile-responsive, allowing seamless use across desktop computers, tablets, and smartphones without loss of functionality, performance, or accessibility. 
•    Provide single sign-on (SSO) capability 
•    Support unlimited users without functional degradation, with configurable role based permissions. 
•    Provide a modern, intuitive, and user-friendly interface to ensure ease of adoption across multiple departments. 
•    Be fully supported directly by the vendor (no third-party software management or outsourced primary support services).
- Regulatory compliance – FAA part 139
•    Support compliance with part 139 airport certification requirements. 
•    Provide SMS hazard reporting, to include anonymous reporting available to employees and tenants, hazard tracking, customizable safety performance indicators (SPIS), safety audit functions, dashboards, and data analysis. 
•    Provide automated inspection tracking, discrepancy reporting, corrective action tracking, and audit-ready documentation. 
•    Maintain historical logs and documentation required for FAA inspections.
- Core functional modules
•    Safety management system (SMS) 
•    Asset management 
•    Work order management: the system shall include a tenant portal that allows tenants to submit, track, update, and manage service requests (SRS) through a centralized online platform. 
•    The portal must directly interface with the work order management system to ensure real-time request processing, status updates, and communication between tenants and airport staff. 
•    Preventative maintenance management
•    Capability to easily search across modules for historical records (open records request). 
•    The current system does not perform this well. 
•    Part 139 inspection and compliance
•    Lifecycle asset tracking (from acquisition to disposal) 
•    Asset management and work order capabilities
•    Comprehensive asset inventory with barcode compatibility. 
•    Preventative maintenance scheduling based on time, usage, or condition. 
•    Automated work order creation from inspections or asset triggers.
•    Real-time status tracking and labor and material cost tracking. 
•    Lifecycle cost analysis and capital planning forecasting tools.
- GIS integration
•    Two-way data synchronization with ArcGIS online and ArcGIS enterprise.
•    GIS-based visualization of assets, utilities, facilities, and airfield infrastructure.
•    Ability to map work orders, inspections, and asset locations.
•    Compatibility with ESRI feature services and geodatabases.
- System compatibility and integration
•    Microsoft 365 (outlook, teams, SharePoint)
•    Microsoft dynamics or other ERP systems
•    System must have the capability to import and transfer historical data from the existing city works system into the new platform while maintaining data accuracy and integrity.
•    Sage 50 cloud compatibility
- Artificial intelligence (AI) capabilities
•    Current AI capabilities (e.g., predictive maintenance forecasting, automated anomaly detection, intelligent workflow routing, natural language search). 
•    Level of AI automation (assisted analytics vs. autonomous recommendations). 
•    Roadmap for future AI enhancements over the next 3–5 years. 
•    Cybersecurity and data privacy protections related to AI processing. 
•    Ai functionality must remain configurable and under sac’s administrative control.
- Reporting, analytics and KPI customization
•    Customizable KPI dashboards.
•    Real-time analytics and executive-level reporting tools.
•    Export capability to excel, pdf, etc.
•    Configurable compliance and operational performance dashboards.
- Lifecycle and scalability
•    Support full asset lifecycle management.
•    Allow modular expansion without major system redesign.
