RFP Description

The Vendor is required to provide learning management systems (LMS) that will support internal staff onboarding, mandatory and compliance-based training, ongoing professional learning development, and future external extended-enterprise learning initiatives.
- Learning and training management
•    Delivery and management of self-paced, instructor-led, and blended learning
•    Support for mandatory, annual, and recurring training with due dates, validity periods, and recertification requirements
•    Features and functions to support accessibility requirements supporting an inclusive learning experience
- Compliance automation and workforce rules
•    Due-date and overdue notifications, including the ability to escalate notifications to supervisors or designated roles
•    Support for recurring and annual training requirements, including validity periods and recertification
•    Ability to bundle multiple requirements together (e.g., training, pledges, acknowledgements)
•    Automated onboarding workflows for new hires, including time-sensitive training requirements
- Automated notifications and escalations
•    Automated due-date and overdue reminders
•    Escalation workflows, including supervisor notifications
•    Recurring reminder or "nudge" campaigns for compliance training
•    Ability to configure notification delivery methods (e.g., email, in-platform notifications, calendar invites)
- HRIS integration (BambooHR)
•    Automated user creation, updates, status changes (e.g., leave or archived employees), and deactivation based on BambooHR records
•    Mapping of employee attributes (e.g., role, department, location) to training enrollment rules
•    Ability to manage staff on leave or archived employees without data loss
•    Ability to add and manage external users not present in BambooHR
•    Ability to individually update training completion information for employees
- Reporting and analytics
•    Real-time dashboards for administrators and managers
•    Exportable reports (e.g., csv/excel) for audit and compliance purposes
•    Scheduled reports by organizational unit or manager
•    Audit trails for training completions and certifications
•    Ability for agency to export all training, completion, certification, and user data commonly used formats at any time
•    Support for data retention and archiving aligned with agency policies
•    Ability to retain historical training records when employees are archived or leave the organization
- Internal and external training audience’s
•    Ability to support internal staff training and external or paid training audiences
•    Separate portals, branding, or catalogs for different audiences (e.g., internal staff, external learners, recovery college)
•    Support for course registration, attendance tracking, tracking and event-based learning
- Standards, security and accessibility
•    Single sign-on (SSO) and role-based permissions
•    Secure APIs and web hooks
•    Availability of a test environment for configuration, integrations, and validation prior to production use
•    Compliance with country privacy and data residency requirements
•    Alignment with recognized accessibility standards
•    Audit logs
•    Mobile-friendly UX
•    Role-based administrative access, including the ability for administrators to view the learner accounts for troubleshooting purposes
- Collaboration and productivity integration (Microsoft 365)
•    Integration with Microsoft 365, including Microsoft teams and outlook/calendar
•    Ability to support instructor-led and blended learning through integration with Microsoft
•    Teams (e.g., meeting links, virtual sessions, attendance tracking where applicable)
•    Calendar synchronization for scheduled or instructor-led training events (e.g., outlook calendar integration for learners and instructors)
•    Ability to include calendar invites, reminders, and updates related to training events
•    Integration must support single sign-on (SSO) and align with agency Microsoft-based environment.
