The Vendor is required to provide public safety training management system (TMS) shall serve as the department's centralized platform for managing training records, certification tracking, course scheduling, testing, and compliance reporting for approximately 160 public safety personnel and volunteers.
- Platform requirements
• The system shall operate as a software-as-a-service (SaaS) platform hosted in a secure cloud environment with high availability, encryption of data at rest and in transit, role-based access control, and multi-factor authentication support.
• The vendor shall be responsible for all hosting, system maintenance, software updates, and security patching, backup, and disaster recovery services for the duration of the contract.
- Training management capabilities
• Personnel training records management covering the full lifecycle from hiring through certification and ongoing compliance.
• Certification and license tracking with automated expiration alerts and renewal management.
• Course catalog management, scheduling, registration, and attendance tracking.
• Instructor management and scheduling.
• Digital exam administration with automated grading and evaluation.
• Compliance dashboards and automated reporting for department leadership and regulatory bodies.
• Role-based portal access for administrators, instructors, and end users.
• Support for a minimum of 160 full-time person records.
- Implementation and onboarding services
• Initial system setup, configuration, and hosted environment provisioning.
• Implementation planning and business process mapping with county subject matter experts.
• Data migration support, including tools and consultation for importing historical training records from legacy systems.
• Onsite implementation support consisting of a minimum of three (3) consecutive business days at the county's location, to include business process analysis, system configuration planning, data relationship mapping, and direct engagement with county subject matter experts.
• Onsite services shall involve a minimum of two (2) vendor technical staff.
• All travel and related expenses for onsite services shall be included in the bid price.
• Classroom training (onsite or remote) for system administrators, instructors, and end users.
• Provide a structured project plan with defined milestones and deliverables, with an estimated implementation timeline not to exceed six (6) months from contract execution.
