RFP Description

The Vendor is required to provide student support and assessment delivery, management, and analytics system solution was procured in 2011 and has been adapted in response to changes in assessment needs, accountability systems, state requirements, and district.
- Comprehensive student support system
1. Early warning
•    Attendance below 90 percent, regardless of whether absence is excused or a result of out-of-school suspension
•    One or more suspensions, whether in school or out of school
•    Course failure in English language arts or mathematics during any grading period
•    A level 1 score on the statewide, standardized assessments in English language arts or mathematics or, for students in kindergarten through grade 3, a substantial reading deficiency under
2. Student attendance
•    Identify students that meet the 5-, 10-and 15-day truancy thresholds
•    Generate printable attendance letters in multiple languages
•    Provide for the entry of information about attendance meetings about individual students
•    Generate attendance reports by district, school level, and individual student, including filtering by student accountability subgroups
3. Discipline reporting
•    Generate suspension and referral tracking reports by district, school level and individual student, including filtering by student accountability subgroups
4. MTSS and RTI
•    Ability to tier students for intervention for ELA, math, attendance, and behavior 
•    Ability to enter intervention plans, track data, and hold intervention meetings that indicate student response to interventions 
•    Ability to track data on interventions, with graphing capability highly preferred 
•    User friendly data analysis for adapting interventions and instruction at a district, school level, and individual student level in a dashboard format. 
•    This should include all critical demographic and instructional information for key stakeholders to make informed decisions on academic and behavioral decisions for schools and students.

•    Provide full assessment authoring and delivery, supporting flexible item types and accessibility features. 
•    Offer instructional, item-level, and state standards-based reporting for actionable teacher, school, and district use. 
•    Prioritize teacher usability, not just district-level analytics. 
•    Ensure district ownership of items and student data, with secure export and integration capabilities. 
•    Transition from fragmented, slow, and manual testing to a modern, centralized, and intelligent platform that supports faster, higher quality, and more cost effective software delivery.
- Assessment builder
•    QTI import: transfer QTI files; district retains ownership of all items.
•    District-owned item banks:
o    Secure district-level bank
o    Non-secure school and teacher bank for formative and summative assessments
o    All newly created items by district remains district owned items
•    Vendor created question bank aligned to state best standards
•    Assessment design:
o    Mirrors state assessment layout
o    Item types: multiple choice, multi select, table match, hot text, graphic response, fraction models, editing tasks, multimedia
•    Accessibility and accommodations: text-to-speech, speech-to-text, masking
•    Test construction features:
o    Create, edit, delete, move items
o    Link part a/b questions
o    Points allocation per item (e.g., 1, 0.5)
o    Randomization with linked items
o    Annotation (highlighting, color coding)
o    Equation editor (DESMOS)
o    Stimulus management: create and edit passages, charts, images; link to multiple items and standards
o    Standards and alignment tagging: reporting category, complexity (low/moderate/high), item alignment, levels
•    Math support: on-screen calculators, reference sheets, periodic tables
- Paper-based testing
•    Export assessments to word or pdf (clean formatting, regular print (12pt), large print (18pt))
•    Include answer keys, rationales, and student bubble sheets
•    Multiple scanning options (scanner, scan gun, mobile devices)
- Online assessment platform
•    Lockdown browser compatibility
•    Student secure login via test tickets
•    User settings: text and background color, pointer size, print size
•    Test navigation: back and next buttons, answer tracking, mark for review
•    Test tools: notes, line reader, zoom, calculators, reference sheets, passage highlighting, strikethrough answers
•    Pause/reopen/reset functionality with security
•    Embedded help for tools and features
•    Device compatibility: iPad, chromebooks, windows laptops.
