The Vendor is required to provide industry information on automated parking enforcement and citation management solutions.
- Provide to seek industry insights on automated “end-to-end” solutions.
- We are specifically interested in how technology, such as Fixed or Mobile License Plate Recognition (LPR) can automate both the “metering” (detecting stays) and the “enforcement” (issuing/collecting fines) to reduce human intervention and increase compliance.
- The parks enforcement officer conducts parking compliance checks at innovation hills as follows:
• Vehicles are checked for a valid annual pass displayed on the passenger side of the front windshield.
• If a valid annual pass is displayed, the vehicle is considered in compliance.
• If no pass is displayed, the officer uses a city-issued iPad to search the vehicle’s license plate number in park mobile’s nforce enforcement portal.
• If the license plate is active in the system, the vehicle is considered in compliance.
• If the license plate is not found, the vehicle is considered out of compliance and a warning and/or citation is issued.
- Objectives
• Insufficient staff coverage to effectively enforce parking compliance, with no current plans to add staff; and
• A significant amount of staff time required to manage manual citation processing, including data entry, tracking, correspondence, collections, and notifications.
