Certified Payroll Compliance Software

The Vendor is required to provide certified payroll compliance software for include:
- Furnish and provision a certified payroll compliance software
1. Discovery and alignment
•    Consultant shall conduct an initial discovery and alignment session where consultant and district will align on the specific details needed to properly configure and implement the labor compliance system for district.
•    Consultant shall summarize and document district needs and develop and submit a critical path list with an implementation plan and timeline based on the details aligned on in the discovery session for district review and approval.
2. Labor compliance system requirements
•    The software platform shall provide an off-the-shelf web-based software program to track, monitor and report labor compliance activities for applicable district construction, alteration, demolition, installation, repair, or maintenance projects and service contracts.
•    The labor compliance system (the “system”) shall allow district staff to monitor projects and applicable services for labor compliance, including the ability to enter data via the internet and organize, monitor, and pull project and contract data to generate reports via the internet.
•    The system shall use the relevant wage determination and federal wage decisions as the benchmark (as applicable) for wage and benefit rates paid by contractors to determine compliance.
•    The system shall allow district to assign specific district users to review payroll submissions by project or contract.
•    The system is required to notify the specified district user when it identifies that submissions have errors or other compliance issues.
•    The system is required to alert users when any required field in a certified payroll is not entered. The system should prevent user from submitting payroll reporting without entering the required information.
•    The system is required to alert the contractor entering payroll data when underpayment of wages has been reported.
•    The system is required to calculate journeyman vs apprentice ratios worked by employer and trade.
•    The system is required to track authorizations for employee deductions.
•    The system shall allow district to reject incorrect payrolls back to contractors for correction.
•    Consultant shall maintain a fully automated labor compliance software system. 
•    The system shall operate in an internet-based environment accessible via a standard browser. 
•    The system shall be user friendly, efficient, and require standardized data entry and submission.
•    The system shall require user accounts with logins and passwords for each user.
- System implementation
•    The implementation of the electronic labor compliance system to be used by district staff and contractors delivered to the specifications determined through the discovery session.
•    Consultant shall enter district existing contracts and payroll data into the system
- Ongoing technical support services
•    Consultant shall regularly monitor and maintain the system to ensure a 99.9% up-time of the software for district. 
•    Consultant shall staff a help desk that provides frontline, day-to-day contact for users during business hours in the Pacific Time zone. 
•    Responses to these requests shall be provided within one business day. 
•    Consultant shall address and respond to district staff and contractors in regard to system use and implementation, including ongoing help desk services. 
•    Consultant shall address and assist contractors with any registration or system access issues. 
•    Consultant shall assist district with creation and development of customized reports from the labor compliance system as needed. 
•    Consultant shall provide customized documentation and user guides for district staff, contractors, consultants, sub-consultants, and vendors for using the labor compliance system processes as requested. 
•    This documentation shall include screenshots of referenced webpages and interface components.
