RFP Description

The Vendor is required to provide comprehensive, modern, and integrated scheduling and deployment solution to support the operational needs of its frontline policing units.
- Requirement:
1. Systems fragmentation and integration gaps
•    Reliance on multiple disconnected systems
•    Lack of integration between court schedules and officer availability
•    Training data does not sync with PeopleSoft HCM e-time
•    Time-off tracking is split across paper, outlook, and PeopleSoft HCM
•    No real-time synchronization across systems, leading to data mismatches
2. Manual processes and time-consuming tasks
•    Roster and PZ sheets creation takes extensive time and effort, could take up to 8 hours weekly
•    Vacation bidding is handled inefficiently, using spreadsheets and emails
•    Shift swaps require manual validation and coordination excel,
•    Workflow steps are not automated, increasing the risk of missed actions and inaccuracy
•    Conflict resolution depends on supervisor memory and personal experience
3. Lack of real-time visibility and reliable information for decision making
•    No unified calendar or dashboard for scheduling
•    Absence of real-time alerts for conflicts (e.g., double bookings, overtime)
•    Court and training conflicts are not flagged automatically
•    Leave balances and availability are not visible during scheduling
•    No reporting tools for compliance or resource planning
4. Limited accessibility and mobility
•    Systems are not accessible on mobile devices
•    No offline access to schedules or ability to submit requests
•    Lack of mobile communication tools specific to scheduling and deployment, like in-app notifications
5. Poor user experience and interface design
•    Interfaces are not intuitive and require significant training
•    No map view for patrol zones; users must memorize assignments
•    No validation for duplicate or incorrect entries
•    No customization or onboarding support (e.g., tooltips, guided tours)
6. Compliance and policy enforcement challenges
•    No automated enforcement of labor laws, training, or platoon strength
•    Vacation bidding lacks fairness mechanisms (e.g., seniority-based rules)
•    Manual overrides are not logged.
