RFP Description

The Vendor is required to provide parking management system to support a modern, flexible, and data-driven parking environment, including software, hardware integration, enforcement tools, reporting, and user experience.
- Operating environment
•    Approximately 10,014 total parking spaces across owned and leased facilities 
•    A user population of approximately 14,000–16,000 employees across 17+ agencies 
•    A hybrid workforce with variable daily demand, typically highest Tuesday through Thursday 
•    A target model of approximately 25% assigned parking and 75% shared and reservable parking
- Employee experience
•    Ability to reserve parking spaces or zones via mobile or web
•    Same-day and advance reservations
•    Automated confirmations and notifications
•    Ability to release unused reservations
•    Real-time visibility into parking availability
•    Seamless entry using credentials such as license plate recognition, badge, mobile QR, or similar 
•    Receive notification of space changes, temporary closures, or policy updates
- Agency management
•    Tools for agency liaisons to assign, modify, and revoke parking access
•    Ability to issue temporary or ad-hoc parking permissions
•    Visibility into usage, occupancy, and reservation trends
•    Access to staffing, telework, and commuting data to optimize allocations
•    Communication tools for agency-level updates
- Administrative functions (DGS)
•    System-wide visibility across all facilities
•    Ability to manage allocations and shared parking policies as demand shifts
•    Configurable rules for usage, priority access and overflow
•    Coordinate with hardware and software vendors for accurate data collection
•    Integration with facility management systems such as TRIRIGA
- Enforcement
•    Real-time validation of permits and reservations via mobile app, handheld, or LPR
•    Violation tracking linked to user accounts or vehicles
•    Enforcement tools that connect live to the shared parking database
•    Reporting on compliance and enforcement activity
•    Workflow for users to contest citations or administrators to resolve them
- Demonstration capabilities
•    Employee reservation and facility entry
•    Real-time release and reassignment of parking spaces
•    Agency-level management and permit adjustments
•    Administrative dashboards and allocation changes
•    Enforcement validation and citation issuance
•    Reporting and data export functionality
•    System integration approaches.
