The Vendor is required to provide an off-the-shelf online system with web-facing interface for external users.
- The comprehensive system, will be used for preparing, conducting, working, tracking, and reporting investigative activities and for intake, working, tracking, and reporting of complaints, identity theft reports, and scam reports.
- The system will consist of three modules: Investigator, Complaints- ID Theft- Scams, and Phone/ Walk-Ins. The ideal system must be robust, able to interface via API with our existing licensing system, and have a web-facing interface for external users submitting consumer complaints and reports
- Technical Requirements Applying To All Modules
• Must be able to interface via API with our existing online licensing system where needed
• Audit trails
• Various user roles (from “Read Only” to “Administrator/Super User”)
• Ability to assign certain modules/levels of access in the system based on individual user in addition to user roles
• Record retention capabilities to delete when retention time expires
• Ability to import data from existing databases (Microsoft Access, Excel)
• Ability to search, upload, and attach documents to records as well as export data and print from system
• Document composition (dynamically create documents using system data)
• Create standard and custom reports, comprehensive dashboards, and activity reports within the application.

- General Information/Requests
• System Integration - interface via API with our existing online licensing system where needed:
o Retrieve and send demographic, historical, and status data to and from licensing system (CALAS) so that one system “talks” to the other.
• Segment work queues/ dashboards for end users based on user roles.
• Create rule based, prepopulated, automatic system notifications/ external communications
• Ability to upload/ export documents and data
• Digitize and validate paper forms, communications documents, & reports
o Accommodate action buttons, checkboxes, status drop downs, etc. to drive/ steer data through a series of predefined workflows
o Create and assign tasks/reminders for following up on items
• Create integrated audit trail for tracking and audits
• System should be scalable – need the ability to add industries as areas of review expand.
• Keyword search/ retrieval for data/ documents.
• DCA will furnish lists of all form fields with data types and naming conventions, lookup lists, definitions, form/ report requirements, and related workflows.
• Document Composition
o Ability to dynamically create documents like Deficiency Letters

• Interface with system using tablets
• Take pictures and upload directly to system from mobile end user device
• Interface with the Preneed system
• Ability to dictate (talk to text)
• When a licensee is pulled up in Investigator system, images of the company's license certificates from agency are available to view.
