Driver’s License and Identification Card System and Operations

The Vendor is required to provide design, implementation, and operation of the next-generation DL/ID System and Central Issuance solution. 
- The solution will support secure credential origination, image capture, verification, card production, distribution, auditing, compliance, and post‑issuance management.
- Provide the design, implementation and operation of a solution for the origination, verification, issuance and distribution of its next generation driver’s license and identification (DL/ID) cards under the Central Issuance operating model.
- This methodology is designed to provide a substantive and objective framework for the reporting and review of projects to impacted stakeholders and, should the need arise; identify the need for corrective action for one or many of the participants in a project (e.g., State, Contractor, Customer, Stakeholder).
- Provide and install all other hardware and software (including drivers) needed for a successful implementation, including all components and patch cables needed to connect the equipment to the BMV location and DR Ethernet network. The Contractor is not responsible for the office build out infrastructure (electrical outlets, hubs, switches, routers, etc.)
- Must agree to provide expedited delivery service, if necessary, to maintain the implementation schedule or to replace defective equipment at no additional cost.
- Project Governance, Management & Implementation
o    Submit a comprehensive Project Management Plan including scope, schedule, risks, and communications.
o    Maintain a Work Manager onsite/available full-time throughout contract lifecycle.
o    Provide weekly progress reporting, risk tracking, and milestone documentation.
o    Support the Agency with resource planning and coordination during implementation
- Consumables, Inventory, Logistics, and Chain-of-Custody
o    Maintain 120-day inventory of card stock and consumables at CI facilities.
o    Consumables must meet mandated shelf life and environmental durability standards.
o    Provide tracking logs for all consumable use, spoilage, defects, and destruction.
o    Support automated inventory reconciliation and quarterly audits.
o    Ensure secure shipment, receiving, and disposal processes.
