The Vendor is required to provide election management system solution to help the city manage elections, polling locations, poll workers, and inventory and equipment.

• A rich set of project management features that allow custom workflows, steps, and checklists to facilitate the tracking and completion of critical election tasks and processes.
• Ability to assign project management workflow tasks to a staff person or team.
• Provider to meet with the city to assist with the implementation of integrating the city’s specific workflows into the capabilities of the project management module.
• Must support concurrent creation and management of multiple elections.
• The system must manage polling places, equipment, and workers concurrently in multiple elections.
• System-generated communications must be configurable by the city on demand within the user interfaces.
• Use industry best-practice security measures and technologies.
• Log into the system using Microsoft office 365 single sign-on technologies with multifactor authentication.
• Allow each of the user's access to be individually restricted and granted by system function.
• All rights must be configured by the city.
• Each user must be able to launch and utilize multiple instances of the application concurrently from a single workstation.
• Provide the ability to troubleshoot critical problems, avoid duplication of trouble calls, speed up the resolution of problems, enhance response time, and document voting machine problems in a permanent equipment file.
• Create reports for feedback and future improvement to make decisions based on accurate, well-correlated information.
• The system should also contain separate dashboards so election staff can monitor the number, status, and resolution of early voting and Election Day calls.
• The program’s application should be intuitive to use for answering questions and performing tasks with minimal training.
• Allow users to enter problems such as voting equipment failures or election worker no-shows and replacement workers into a database.
• The application should show assets, worker names, phone numbers, and polling places.
• The application must be able to send trouble tickets to election techs electronically via iOS devices and track their location in real-time on a map.
• Provide two-way communication between the call center, election techs, and polling location chairs.
