The Vendor is required to provide labor relations and collective bargaining management software a centralized system of records, reduce costing cycle time, enable clause level tracking of contract changes, automate milestone tracking, create defensible audit trails, and support public records compliance.
- In scope:
• Configuration and implementation of negotiation management, grievance and arbitration tracking, discipline tracking, ULP and EEOC case management, costing tools, data migration, integrations, training, and ongoing support.
- Out of scope:
• Replacement of payroll or timekeeping systems, legal advisory services, and custom development beyond defined interfaces unless proposed as optional enhancements.
- Users, roles, and workflow
• User groups include labor relations, HR, operations leadership, executive leadership, legal counsel, and limited-view board support staff.
• The system must support role-based access controls.
• The system must support the full lifecycle workflow: initiate bargaining, load prior contracts, draft proposals, cost scenarios, track sessions and tentative agreements, generate redlined contracts, track ratification, administer contract milestones, track grievances and arbitrations, manage discipline, and monitor ULP and litigation matters.
- Functional requirements contract repository and clause management
• Provide centralized storage for collective bargaining agreements (CBAs), memoranda of understanding (MOUs), and related documents with clause-level indexing, version history, and comparison across bargaining cycles.
• Negotiation management: vendor shall track bargaining cycles, proposals, counterproposals, packages, tentative agreements, internal notes with access controls, and maintain a full audit trail.
• Costing and scenario modeling: model wage increases, colas, step schedules, premiums, and overtime impacts, support multi-year projections, allow side-by-side scenario comparison, and export financial summaries.
• Grievance and arbitration management: track grievances by step, assign deadlines, store documents, track arbitrations, and generate case history reports.
• Discipline management: track disciplinary cases, louder mill processes, last chance agreements, and link discipline to grievances and arbitrations.
• Contract administration and milestone tracking: vendor shall track reopeners, notice windows, wage steps, benefit changes, and provide automated reminders.
- Non-functional requirements
• The system shall be cloud-based SaaS with encryption at rest and in transit, SOC 2 type ii compliance, defined incident response protocols, and WCAG and section 508 accessibility compliance.
