Platform Development and Technical Services

The Vendor is required to provide platform development and technical services for include:
1. Product strategy and definition 
•    Product requirements definition and feature scoping
•    User story development and prioritization frameworks
•    Platform roadmap development across pilot, MVP, and full deployment phases
•    Stakeholder alignment facilitation and decision documentation
•    Scope management and trade-off analysis across delivery phase
2. Data integration and analytics enablement 
•    Integration of priority datasets from multiple internal and external sources
•    Data transformation, harmonization, and quality validation
•    Design and configuration of analytical data schemas and models
•    Development of calculated metrics, comparative analytics logic, and visualization-ready data structures
•    Support for parameter-based and scenario-based analytical modeling within defined constraints
3. Cloud architecture and infrastructure 
•    Design and implementation of cloud-based analytical infrastructure, including data warehousing and business intelligence tooling
•    Configuration and optimization of cloud environments sized to defined pilot and production requirements
•    Migration planning and execution across institutional cloud tenancies as applicable
•    Scalability planning to support expansion from pilot to enterprise-scale deployment
4. User experience design 
•    User research, personas, and workflow mapping for professional and institutional user audiences
•    Information architecture and interaction design for data-intensive interfaces
•    High-fidelity wire framing, prototyping, and design validation
•    Branded interface design consistent with institutional visual standards
•    Usability testing and iterative refinement
5. Front-end and platform development 
•    Development of responsive, performant web-based platform interfaces
•    Integration of front-end components with back-end analytics and data layers
•    Dashboard and visualization implementation supporting interactive exploration of complex datasets
•    Development of scenario modeling interfaces within defined parameter boundaries
•    Navigation, state management, and user experience refinements across delivery iterations
6. Platform testing, stabilization, and delivery readiness 
•    Functional and performance testing across platform components
•    Iterative usability validation with designated stakeholder groups
•    Demonstration environment preparation for leadership and external engagement purposes
•    Documentation of platform capabilities, assumptions, and technical constraints
7. Ongoing platform development and scale
•    Extension of platform capabilities in subsequent phases, including expanded data coverage, advanced analytical features, AI-assisted functionality, and broader user access
