The Vendor is required to provide program and project management (ppm) software solution that enables centralized oversight, consistent governance, and improved delivery of the organizations strategic, transformation, and operational initiatives.

1. Portfolio management and strategic alignment
• The solution must enable strong strategic alignment by allowing the organization to configure and manage strategic objectives, pillars, initiatives, outcomes, and integrate the approved strategic plan directly into the system.
• It must support the hierarchical structure of portfolios, programs, initiatives, and projects under strategic pillars, enabling clear traceability between work and strategy.
• The solution must demonstrate how programs and projects contribute to strategic objectives, outcomes, and corporate KPIs, including support for outcome-based management frameworks such as balanced scorecards, KPIs, and smart objectives.
• Centralized intake for ideas, initiatives, and business cases must be supported, along with configurable scoring, prioritization, and portfolio level scenario analysis.

• The solution must provide integrated capabilities to manage resources, financials, risks, issues.
• Resource and capacity management must support role-based planning, allocation, and forecasting, including visibility into capacity versus demand at the role and team levels.
• The solution should support resource scenario modelling and cost projections to assess alternative resourcing strategies and inform decision-making.
• Financial management capabilities must include budget planning, forecasting, tracking of actuals and variances, cost management, and benefits tracking at both project and portfolio levels.
• The solution should support ROI and financial viability assessments, configurable rate cards or costing tables, and multi-currency financial reporting, including CAD, USD, EUR, and GBP.
• Centralized risk, issue, dependency, and change registers must be provided, with clear ownership, impact and likelihood assessment, mitigation tracking, and escalation workflows.
• Change management must support the logging and tracking of scope, schedule, cost, and resource changes and align with recognized management frameworks where applicable.
• The solution should provide configurable notifications and alerts for tasks, risks, and approvals to support timely action and coordination.

• The solution must provide comprehensive, configurable reporting, dashboards, and analytics to support effective project and portfolio oversight.
• Reporting must deliver real time visibility into performance against scope, schedule, budget, risks, resources, and outcomes.
• Dashboards must be role-based and configurable, providing tailored views for executives, sponsors, project managers, delivery teams, and external stakeholders.
• Executive dashboards must provide high-level rollups, including portfolio status, resource utilization, and overdue items.
• Reporting output must be presentation ready, support standardized red/amber/green (rag) status indicators, and allow export to formats such as pdf and excel.
• The solution must support the creation, saving, and reuse of custom reports and views.

• The solution must be intuitive and user-friendly, enabling efficient use by a broad range of users while minimizing training requirements.
• The user interface must support consistent, task-oriented navigation and allow users to complete day-to-day activities with minimal complexity
• The solution must support a configurable governance model by program and portfolio, including configurable stage gates, approval a of workflows, and decision checkpoints that can be tailored to different.
• The solution must support role-based access controls, allowing administrators to grant, restrict, or segment access to data, projects, programs, and portfolios in a manner comparable to Microsoft team’s channels.
• This includes the ability to provide read-only or limited access views for stakeholders, partners, or external.
• The solution must enable no code or low code configuration by designated system administrators at MPAC, without reliance on vendor customization or development.
• This includes the ability to configure workflows, fields, forms, dashboards, templates, and business rules to align with organizational processes and governance requirements.
• The solution must support project and template reuse, including the ability to clone projects, programs, and portfolios, and create and maintain reusable templates to promote consistency, efficiency, and standardization across the organization.
