The Vendor is required to provide parking ticket-writing hardware and software, tech support, data processing, collection services for parking violations, and system for tracking and issuing residential parking permits for the city.
- This includes the installation, implementation, operation of certain aspects of all required systems, training and continuing performance of the hardware, software and supporting services needed for this system to function properly.
- Parking violation system shall include, but not be limited to the following:
• Installation, implementation, and maintenance of all equipment necessary for the operation of the parking violation citation and residential parking permit system and citation processing system meeting city ordinances.
• Integrate existing data of citations issued by previous enforcement software systems.
• System should allow for enforcement officers to be able to take multiple digital still photographs to document the parking violations.
• Provide scanning ability of pertinent data points such as residential parking permits and vehicle license plates from handheld devices or hardware.
• Provide appropriate number of vehicle mounted license plate readers and the appropriate integration of readers into the enforcement system.
• Ability to provide information about registered owner of the vehicle to allow for the issuance of citations.
• Ability to provide services that allow for the processing and issuance of citations to the registered owner of the vehicle via first class us postal service mail.
• Provide training for city transportation, traffic and parking personnel, city hearing officers, and others involved in the use of the system.
• Provide computer software or equivalent that will allow the city to adjudicate citations and to allow the city to monitor the performance of the system, all meeting cyber security and integration rules of the city.
• Provide reporting capabilities to allow for the city to comply with reporting requirements as required by city ordinances and city department of transportation, traffic and parking’s internal reporting and tracking requirements.
• Provide a portal or interface for fines to be paid and processed electronically.
• Provide appropriate integration of fine payments into existing city accounts receivable infrastructure.
• Adhere to data privacy requirements as outlined in state general statutes, city ordinance(s), and as required by city information technology office.
• Allow for the integration of automated parking enforcement systems such as MPS safety stick bollards or equivalent.
• Allow for the manual entry of handwritten citations.
• Allow for the ability to easily update and change violations, violation types, fines, etc.
- Requirements for ticket-writing equipment
• 35+/- hand-held computers capable of issuing parking citations in real time.
• Hand-held must have the capability to scan state motor vehicle license plates to populate fields on citations to be issued, and capable of taking at least four photos of each violation to be electronically attached to the citation and upload into a database.
• Hand-held units must have the capability to scan residential parking permits and residential visitor parking permits to determine if the permit is valid.
• Hand-held must have the capability to geocode or geolocate the location of the issued citation.
• The city reserves the right to change the amounts as required by operations and approved staffing levels.
• 6 +/- laptop or tablet style computers that meet the same requirements and specifications as the hand-held units.
• These units will be installed and mounted for use inside of vehicles.
• Must be integrated with license plate reader system.

- Requirements for software and ticket processing
• Have in-house capability for performing all citation- processing services without third-party assistance or reliance on outsourced processing centers by third-parties.
• Preference will be given to contractors that produce and support all software without the use of third-party suppliers offered as part of the automated enforcement system and possess the ability to modify the software code as necessary.
• The software must be easy to use by non-technical personnel.
• The system must have a security system controlled by password and terminal location that enables various users’ different levels of access.
• The system must allow the appropriate city personnel to assign users and level of access for each user.
• The software must be able to print an exact copy of any citation issued.
• The software must be able to print an exact copy of any information, notes, changes or alterations to the record of the citation that is maintained in the system’s database.
- Requirements for collection and payment of parking citations
• Provide a web site address where payments either by credit card, debit card or electronic check can be processed in real time.
• The web site is required to display all outstanding parking citations for a specific vehicle registration
• Provide a system where payments either by credit card, debit card, business check, personal check or cash can be processed in real time by city personnel.
