The Vendor is required to provide web-based system to be used to track licensing and continuing education (CE) for a variety of professions, including, but not limited to: real estate, nursing, physical therapy, dentistry, social work, medical, occupational therapy, massage, real estate appraisers, speech pathologists, veterinary, chiropractic, counselors, auctioneers, funeral, podiatry, landscape architect, long term health care, engineers, soil classifiers, optometry, environmental, opticians, psychology, architects, building codes, foresters, geologists.
- General
• The system will be used as a resource to ensure educational requirements of licensing are met.
• The system must be provided at no cost to the state, licensees, professional associations or CE providers.
• The contract does not prohibit the contractor from offering pay-based options for enhance system experience but may not require licensees or providers to use the pay-based services in order to access their CE tracking and reporting.
• The system must have a component for CE providers to submit course for board review and approval.
• The system must also allow for CE providers to report attendance on behalf of the licensee.
• The system should allow paperless communication to promote efficiency between board staff and CE sponsors.
• The system must provide a searchable listing of all accepted courses for licensees.
• Listing, at minimum, must identify the CE provider, the number of CE hours to be awarded upon completion, the license type the CE is applicable to and a registration link.
- System requirements:
• System must be vendor-hosted, without need to install client software, operating in a secure environment that is physically located in the country.
• Companies from outside the country may submit offers.
• Prospective offerors must adhere to all requirements provided in clauses “offshore contracting prohibited (Feb 2015)” and “information security – location of data (Feb 2015)”.
• If the system uses any cloud services, a detailed diagram and explanation of the use of cloud services must be provided.
• The system must encrypt all data at rest and in transit.
• The system must provide safeguards to prevent the release of confidential information.
• System must allow for failsafe security measures that will provide secure and password-protected access.
• System must be customizable to accommodate professions in both health and business boards.
• System must accommodate a high volume of licensees and boards.
• At current estimates, LLR licenses 500,000 professionals across 43 boards.
• System must have a specific audit dashboard for each board’s staff and comply with certification rules specific to each board.
• System must provide customizable reports for each board.
• System must be compliant with all security standards
• System must have 100% redundancy.
• System must be available 24/7, with an average unscheduled downtime of less than 2%.
• System must be fully functional within 120 days of implementation.
• System must be accessible from all operating platforms and device types to include at least laptops (mac and pc), tablets (mac, android, and pc) and smart phones (mac and android).
