The Vendor is required to provide to support its acquisition of software, hardware, and implementation services for an Energy Management System (EMS), Supervisory Control Data Acquisition (SCADA) System and Outage Management System (OMS).
- Provide a unified Solution that provides a common interface and shared code base for Real-Time monitoring, analysis, control, outage management, planning, reporting, and optimization across both the transmission and distribution networks.
- Provide a long-term technology contractor to support a phased implementation roadmap.
- Future planned modules include:
• Distribution Management System (DMS)
• Distributed Energy Resource Management System (DERMS)
• Generation Management System (GMS)
- The Solution must allow seamless integration of these future modules with the upgraded EMS, SCADA, and OMS platforms and support a unified system model, consistent graphical user interface (GUI), and centralized data architecture across all environments.

- File Format Requirements:
• Written proposals must be submitted in Microsoft Word (.doc, .docx) or Adobe PDF (.pdf) format.
• Pricing must be submitted using the provided Microsoft Excel spreadsheet, which must remain fully readable and editable (do not export to other formats).
• Additional support files (e.g., images, appendices) must be submitted in a standard Windows/Microsoft Office-compatible format, such as .doc, .xls, .pdf, .jpg, or .png.
• Prohibited Formats and Elements:
• Do not include video files, audio files, or animations.
• Do not use hyperlinks or embed external documents - linked content will not be reviewed.
• Submission Size and Delivery:
• Ensure all files are sized appropriately for submission.
- The systems must log and timestamp all operator actions, system changes, and events for future reporting and auditing.
- The EMS must support role-based user permissions, including support for remote or geographically distributed users.
- System configuration preferences should persist through software upgrades without requiring re-entry or reconfiguration.
- Weather and Environmental Layers
• Ability to overlay Real-Time and forecasted weather data, including precipitation radar, temperature, wind speed/direction, and lightning strikes (if available).
• Ability to toggle weather layers on or off without impacting system performance.
• Support for storm-mode visualization, including intensified color schemes or clustering for high-impact events.
- Operational Layers and Contextual Data
• Display of operational layers such as feeders, substations, switching devices, outage clusters, AMI indicators, and crew locations (AVL).
• Ability to overlay switching boundaries, clearance zones, and safety tagging indicators.
• Support for dynamic elements such as blinking, color changes, or iconography to indicate device status, alarms, or switching states.
- Layer Control and Customization
• Ability for operators to enable, disable, reorder, and adjust transparency of individual layers.
• Support for user-defined saved views (e.g., “Storm Mode,” “Transmission Overview,” “Feeder Patrol View”).
• Ability to configure default views by role or user group.
- Navigation and Interaction
• Smooth pan/zoom behavior using mouse and keyboard shortcuts.
• Ability to jump directly to a device, feeder, or geographic location via search.
• Contextual pop-ups showing device attributes, alarms, switching status, and related operational data.
• Support for navigation breadcrumbs or “back to previous view” functionality.
- The EMS must support the use of color, font style, and/or line pattern (e.g., solid, dashed, dotted) to visually differentiate between voltage classes, energized and deenergized equipment, and other status changes.
- The EMS must calculate the electrical state of the transmission system based on Real-time connectivity and all available metrics, including active/reactive power, current, and voltage.
