The Vendor is required to provide to meet the district's needs for a Telehealth Platform that prioritizes virtual 24/7 urgent-care medical services, psychiatric services, and immediate mental health crisis support.
- These services will provide timely access to urgent care medical evaluation and treatment, tele psychiatry services, and immediate mental health crisis intervention delivered by licensed clinicians for students, part-time faculty and staff for conditions that can be safely and accurately diagnosed and treated virtually.
- System include:
• Access is provided twenty-four (24) hours per day, seven (7) days per week, 365 days per year, including all weekends and holidays.
• The system will function on computers, tablets and hand-held devices (phones) with windows, apple (MacOS and iOS) and google (chrome and android) operating systems and be compatible and responsive within all major web-browsers on the previously mentioned devices. A mobile app that is free to users is desired, as is a restful API service that would enable native integration into appropriate college services.
• The system will offer additional levels of security for users, either via single-sign-on or multifactor authentication.
• The system will allow HIPAA compliant video communications between a provider and a patient.
• The system must be able to provide adequate (480p) video over cellular connections.
• The system must have at least rudimentary pan, zoom and focus capability with a smart phone, tablet or webcam.
• Telehealth providers can write prescriptions, make referrals, and order labs or other diagnostic services. They will also follow up on the results including reviewing with the patient.
• The plan provides consultations between the vendor/service provider and designated college staff and referrals if/when necessary to various resource options for continuity of care.
• It support is provided for all aspects of the plan.
• A dashboard is provided to show utilization and to give access for county internal use in analysis and reporting.
• The system supports single user sign-on with county credentials.
• The plan provides customizable branding for the district.
• Vendor/service provider must provide a higher-education–focused marketing and engagement strategy designed to increase awareness, utilization, and sustained engagement among students, adjunct faculty, and part-time employees through targeted outreach, digital campaigns, and cobranded materials.
