The Vendor is required to provide a comprehensive Human Resource Management System (HRMS) for department.
- The University is seeking an HRMS solution that will support the modernization and streamlining of human resources operations, enhance usability for employees, managers, and administrators, and improve operational efficiency, reporting, and decision-making across the institution.
- The solution should support a broad range of human resources functions, including:
• Workforce and Team Management
• Recruitment and Talent Acquisition
• Employee Onboarding and Offboarding
• Learning and Development
• Performance Management
• Payroll-related data transmission
• Reporting and Analytics.
- The HRMS solution is expected to accommodate differing business processes, reporting needs, and lifecycle events associated with these employee groups.
- The University processes approximately 850 to 900 job postings and up to 3,000 job requisitions annually. Learning and development activities are currently supported through approximately 28 internal courses offered to employees.
- The HRMS solution is expected to support these volumes efficiently while accommodating seasonal and academic-cycle variations.
- The University uses Ellucian Banner as its enterprise resource planning (ERP) system. Banner is the system of record for core employee data, and payroll processing is performed within Banner.
- Provide to replace its existing system with a modern, configurable HRMS solution that supports standardized best-practice processes, better integration with Banner ERP, improved user experience, and enhanced reporting capabilities.
- The solution is expected to maintain a comprehensive employee master record, support organizational hierarchy and position management, and enable secure self-service access for employees and managers. Workforce and Team Management capabilities should provide clear visibility into reporting relationships, employment status, job classifications, and historical employee information, while supporting bi-directional integration with the University’s Ellucian Banner ERP system.
- The HRMS shall support end-to-end recruitment and talent acquisition processes for all employee groups, from job requisition creation through offer acceptance.
- The solution should include robust applicant tracking capabilities, configurable approval workflows, internal and external job posting, candidate management, interview coordination, and offer generation.
- Recruitment functionality should support high transaction volumes, equitable and non-discriminatory hiring practices, and seamless transfer of successful candidate data to downstream systems.
- This includes automated onboarding and exit checklists, task assignment and tracking, documentation collection, reminders, and secure record retention.
- Onboarding and offboarding workflows should be configurable by employee group or employment type and support the timely transmission of required employee data and documents to Banner and other University systems.
- The HRMS shall support structured performance management processes aligned with the University’s performance review practices.
- This includes goal setting, performance review cycles, feedback workflows, development planning, and secure management of performance-related records.
- Performance Management functionality should support configurable review cycles, role-based access controls, and alignment between individual goals, development plans, and organizational objectives.
