The Vendor is required to provide for a comprehensive construction cost estimating solution that utilizes agency Data or an equivalent nationally recognized database frequently employed in both the public and private sectors.
- The objective of this procurement is to obtain a solution that:
•    Provides access to unit costs, assemblies, and square-foot models for conceptual through detailed estimating.
•    Ensures quarterly, automated updates to all cost elements—including labor, materials, and equipment—to maintain cost accuracy.
•    Supports development of Independent Cost Estimates (ICE), ROM estimates, change-order reviews, labor hour analysis, productivity, crew and equipment planning, waste factors, and detailed material pricing.
•    Provides a platform recognized as a government contracting standard, used by FEMA and department programs.
