The Vendor is required to provide mass communication solution for include:
- Mass communication capabilities
1. Communication mediums and methods including but not limited to:
• All applicable ADA telephone functions
• Mass SMS text
• Email
• RSS feed distributions
• Social media distribution (Facebook, twitter, etc.)
• Internal cisco VoIP phones.
• Internal digital signage.
• Computers (windows and macos) with an alert endpoint.
• Any other medium or method the system may request at any time.
2. Communication functions
• Be able to create custom alert profiles to include triggering external device functions.
• The function plays a pre-recorded message on the fire panel depending on the incident.
• Trigger a pre-programmed function on the college system’s access control system
• The function renders badge readers to only reading badges of a specific access group (e.g. Lockdown).
• Trigger and send out non-emergency and emergency communications on all or any specified communication mediums at any time.
• Upon triggering communication, trigger other external devices based on the alert profile.
• Be able to create and target specific distribution groups to send communications to specific audiences on any specific communication medium.

A. Delivery method
• The mobile app must be available on iOS, iPad OS and android devices on their respective app stores for free.

3. Desktop app requirements
A. Delivery method
• The desktop application must be able to be installed via an exe and MSI packaged installer (must also support silent command line installation) or be a web-console accessed on any web browser (chrome, Firefox, edge).
• Functionalities must be the same on any web browser.
• Provide seamless single-application incident management for police department dispatch.
• Enable two-way communication with:
o Department personnel mobile app.
o College system community mobile app.
• Allow sharing of information and media between police department dispatch and police department field personnel.
• Provide adjustable audio and visual alerts for incoming messages.
• Mapping and location awareness.
