The Vendor is required to provide for Dynamics CRM Migration Support, Portal Development, & Train-the-Trainer (Dynamics Migration & Development).
- Microsoft partner organizations to provide ad-hoc post-live support, train-the trainer services, and custom portal development in connection with agency ongoing migration from Salesforce to Microsoft Dynamics 365.
- Support agency in finalizing the Dynamics 365 implementation through post-live stabilization, knowledge transfer to internal IT staff, and the development of a Grant Portal and Site Selection Portal that deeply integrate with Dynamics 365.
- Post-Live Support and Hand-Off
• Hand-Off Strategy: A documented strategy outlining the transition of all platform responsibilities to agency IT staff, including a phased knowledge transfer plan, staffing recommendations, and risk mitigation steps. This may include comprehensive documentation covering:
• System configuration and architecture
• Integration design and connection specifications (including any connections to legacy Salesforce data or other state systems)
• Support procedures and escalation paths
• Administrator and end-user guidance materials
• Roles and permissions framework
• As-Needed Support and Training: Provide responsive, ad-hoc advisory and technical support to agency IT staff during the stabilization period following go-live, including troubleshooting, configuration guidance, and best practice recommendations.
- Grant Portal Development
• Allow external users to view available grant and funding opportunities
• Allow users to create accounts and securely access current and previously submitted applications, invoices, and reports
• Enable external applications to be shared across multiple users (e.g., team members or consultants) to support collaborative application development on a single submission
• Support multi-file upload for attachments, supporting documents, and supplemental materials
• Provide downloadable document templates (e.g., budget worksheets, invoice forms)
• Enable electronic signature directly within the portal, eliminating the need to download and re-upload signed forms
• Allow agency staff to return applications to applicants for revision, with revision notes visible directly on the portal
• Provide applicants with a clear, prominent dashboard of outstanding required actions or documents
• Enable applicants to save form progress and return to complete in-progress applications at a later time
• Dynamic form logic: fields, sections, and requirements will show, hide, or become required/optional based on answers to prior questions
- Third-Party Cost Disclosure Requirement
• Microsoft Power Apps (per-app or per-user licensing)
• Microsoft Power Automate Premium (per-user or per-flow licensing)
• Microsoft Power Pages (authenticated/anonymous user capacity)
• Any additional Microsoft 365 add-ons, connectors, or Azure services required
• Any third-party integrations or tools not included in standard Microsoft licensing
