The Vendor is required to provide for emergency and continuity management system.
- Product that meets or exceeds the following requirements:
• A cloud-based emergency and continuity management platform that provides integrated digital tools to streamline the development, management, and continuous improvement of business continuity and emergency response planning processes.
• The platform must support standardized planning through configurable templates and workflows.
• During incidents, it must enable real-time response coordination through centralized dashboards, secure communications, task assignment, resource tracking, and reporting to enhance situational awareness and decision-making.
• The system is currently available, not in development
• Ability to support the provincial health system including Shared Health and all Service Delivery Organizations (estimate is for 1,000 users).
- Services include:
• Must support standardized planning through configurable templates and workflows.
• During incidents, it must enable real-time response coordination through centralized dashboards, secure communications, task assignment, resource tracking, and reporting to enhance situational awareness and decision-making.
• Technology is currently available to meet all requirements.
• Ability to support the provincial health system including Shared Health and all Service Delivery Organizations (estimate is for 1,000 users).
• Allows authorized users to independently configure workflows, forms, dashboards, and business rules through a graphical user interface without requiring programming knowledge or vendor intervention.
• Configuration shall be performed using point-and-click tools, including drag-and-drop workflow design.
• Changes to workflows shall be deployable without vendor involvement and without system downtime.
- Hazard Identification and Risk Assessment
• Provide configurable workflows to create, review, approve, and maintain Hazard Identification and Risk Assessments (HIRA) at the unit, service, facility, regional, and enterprise levels.
• Allow authorized users to define risk criteria, scoring methodologies, and mitigation actions without vendor intervention.
• Maintain version history and audit logs for all HIRA records.
- Business Impact Analysis
• Provide configurable workflows to conduct and maintain Business Impact Analyses, including capture of critical functions, recovery time objectives (RTO), and resource dependencies at the unit, service, facility, regional, and enterprise levels.
• Provide visual mapping of complex interdependencies between services, systems, and resources, allowing users to view upstream and downstream impacts of disruptions.
- Plan Development and Maintenance
• Provide configurable workflows to develop, review, approve, publish, and maintain emergency response plans and business continuity / continuity of operations (BCP/COOP) plans at the unit, service, facility, regional, and enterprise levels.
• Allow authorized users to create structured plans using configurable templates, including sections such as roles and responsibilities, communication protocols, response procedures, and recovery strategies.
• Support version control, including tracking of revisions, approvals, and publication status.
• Support plan lifecycle management, including draft, review, approval, and published states with role-based permissions.
• Allow scheduled reviews and trigger notifications when plans are due for update.
- On-call Program Support
• Provide a means for logging phone calls received by on-call teams and creating and escalating incidents.
• Provide a means for creating, maintaining, and sharing a database of contact information.
- Virtual Emergency Operations Centre
• Provide a virtual Emergency Operations Centre (EOC) to support the Health Incident Command System (HICS) structure.
• Support simultaneous activations at facility, regional, and provincial levels with role-based access controls.
• Support the following functions within the EOC:
o Real-time situational awareness updates
o Task assignment, status tracking, and escalation
o Resource management including inventory tracking, request submission, approval, and tracking.
o Document approval workflows
o Decision escalation, logging, and tracking.
- Reporting and Dashboards
• Allow authorized users to create and customize dashboards and reports, including filtering, drill-down, and export to Word, PDF and CSV formats.
- Exercises and Testing
• Support simulation of incidents and training exercises without impacting live operations.
• Allow administrators to create simulated scenarios and user roles for training purposes
