The Vendor is required to provide case management system for include:
1. Needs assessment and planning
• Include a needs assessment by the vendor in order to understand the business flow, different user needs, and to identify areas of systems improvement and efficiency.
2. System design and development
• Submit table forms – the system must include publicly available forms for ethics complaints, advisory opinions, ethics acknowledgments and requests for public records.
• These forms must a) allow for the attachment of exhibits in various formats including pdf, word, audio, pictures, and video file b) create a record in the system upon submission and c) provide email notification to the agency and the individual who submitted the form.
• Management of cases – the system must permit agency users to upload documents, create draft templates, show deadlines, include and modify case status information and other case management functionality determined by the needs assessment.
• All cases must be assigned a number.
• Data reporting – the system must permit agency users to run and pull reports, including visual reports for case status, case type and determination, and other performances measures identified by the commission.
• These reports should be easily exportable for inclusion in regular mandated written reports to the commission.
• Case publishing and searching for the public – the system must include a searchable database of final orders or other limited public records.
• The searchable database must allow for the identification of cases by category and allow the public to search for text within the final documents.
• Agency users must be able to identify certain documents for public publishing.
3. Data migration and security
• Migrate current case information to the new system including a) any currently available public materials b) any cases still pending at the time of system migration and c) any documents or data required to be preserved based on state public records retention law.
