The Vendor is required to provide homestead exemption technology software - for the provision of services including an electronic preapproval and intake system and (optionally) a mobile application for application submission and status tracking. Sealed proposals (five (5) copies) must be received no later than 12:00 p.m. (noon) on June 1, 2026.
- Functional requirements:
1. Overview
• Solution must provide for electronic pre-approval of homestead exemption applications within a cloud-based system (or hosted within a secure architecture) capable of receiving applications and supporting documents electronically, evaluating the sufficiency of the documents submitted based on applicable provisions of the state tax code, and identifying qualified applications pre-screened for approval.
• Preferably, the solution will incorporate databases and reliable data sources for the verification of information, including death records, probate records, driver’s license records, vehicle registrations, voter registrations, ownership records, marriage licenses, and other public records
2. Electronic pre-approval system for homestead applications
• Provide a comprehensive solution that includes, but is not limited to: (1) online pre-application intake and submission portal, (2) automated validation of required fields and documentation, (3) integration with existing appraisal district systems, as applicable, (4) workflow management for internal review and pre-approval processes, (5) document upload and storage capabilities, (6) fraud detection and identity verification tools, (7) status tracking for applicants, (8) reporting and analytics dashboard, (9) compliance with state property tax code requirements, (10) secure data handling and storage.
3. Mobile application for homestead services
• The selected vendor shall design, develop, and implement a mobile application with the following capabilities: (1) user-friendly interface for iOS and android platforms, (2) secure user authentication, (3) homestead application submission functionality, (4) real-time application status tracking, (5) document upload via mobile device (camera integration), (6) push notifications for updates and deadlines, (7) integration with the district’s backend systems, (8) ADA compliance and accessibility features, (9) ongoing maintenance and support.
4. Proposal options
• Solution without mobile application component: vendor provides a solution meeting the requirements outlined in this proposal that functions as a desktop computer or server-based program with no mobile app.
• Solution with mobile application component: vendor provides a solution meeting the requirements outlined in this proposal that functions as a desktop computer or server accessed cloud-based program and includes a complimentary mobile app offering the same or similar functionality.
• Mobile application only: vendor provides a solution meeting the requirements outlined in this proposal that functions as a mobile app, and the solution contains no provision for a desktop or server-based component.
