The Vendor is required to provide emergency management software platform services being requested by the County.
- The solution must also support interoperability and coordination with jurisdictions throughout the Operational Area and key regional and state partners.
- The platform will maintain interoperability with existing emergency management systems used by County, Operational Area jurisdictions, and regional and state partners, or provide demonstrably equivalent cross-jurisdictional coordination and operational functionality.
- The System must be a fully functional, commercially available, cloudhosted emergency management software platform.
- The System must support multiple simultaneous incidents, multiple Emergency Operations Centers, and scalable access for County, city, special district, and state partners.
- The System must enable real-time incident management, situational awareness, resource tracking, and secure information sharing across multiple jurisdictions and agencies.
- The System must support secure access via desktop and mobile devices and enable field-based operational use.
- The System must be currently deployed in an operational environment supporting emergency management functions, and must not be a prototype, beta system, or developmental platform.
- The System must provide a secure, cloud-based platform hosted in a professionally managed environment that meets industry-standard security practices, including encryption of data in transit and at rest.
- The System must provide full data ownership to the County and enables the County to export all data in non-proprietary formats without restriction.
- The System must be actively maintained and supported, including regular security updates, system maintenance, and product enhancements.
- The system must provide configurable dashboards displaying incident information, resources, personnel assignments, Geographic Information System (GIS) mapping, and operational summaries. Dashboards must support Operational Area coordination and jurisdiction-specific views.
- The system must support resource request submission, approval process, deployment tracking, inventory management, cost tracking, and escalation of requests from jurisdictions to Operational Area level.
- The system must support customizable reporting, export capabilities, and After-Action Report and Corrective Action tracking.
- The system must provide integrated communication tools including internal messaging, email, Short Message Service (SMS) notifications, and interoperability with external systems including Veoci, WebEOC, Environmental Systems Research Institute (ESRI), and Integrated Public Alert and Warning System (IPAWS)-compatible platforms.
- The system must integrate with ESRI ArcGIS platforms and support visualization and export of GIS data including incidents, resources, damage assessments, and operational information.
- The system must provide Application Programming Interface (API) and integration capability with third-party systems including GIS platforms, emergency notification systems, and regional coordination tools.
- The system must provide cloud hosting with minimum 99.9 percent uptime, redundancy, backup, and disaster recovery capabilities.
