- This system must be evidence or research based and appropriate for students of all ages and cognitive abilities.
It must be a system that can be implemented with both verbal and non-verbal learners.
- The system must include comprehensive staff training on skills and strategies for prevention, intervention, de-escalation, and managing behavioral challenges in a school building, including physical restraints.
- This system must address behaviors including fighting, verbal aggression, physical aggression, bullying, biting, and self-injury, property destruction, and elopement.
- Provide initial in-person and direct training model for district staff on the crisis management system at a school site.

• Evidence of a system that is appropriate for ages 3 to 22.
• Evidence of a system that can be implemented with all cognitive abilities and verbal and non-verbal learners
• A description of the system (skills and strategies) for the following areas: prevention, intervention, de-escalation, managing challenging behaviors up to and including physical restraints.
• Evidence of alignment with applied behavior analysis principles and trauma informed care.
• Evidence of alignment with the districts' positive behavioral interventions and supports (PBIS) and MTSS framework.
