EH System

The Vendor is required to provide EH system RFP and implementation consultant who will lead the refinement, release, evaluation, and early implementation support of an RFP for an environmental health enterprise system (EH).
1. RFP revision and development
• Review and revise the existing RFP to focus exclusively on environmental health functions, including:
o Food safety inspections and enforcement
o Well and septic permitting and inspections
o Environmental health complaints and investigations
o Plan review and licensing workflows
• Remove non-essential or unrelated modules
• Strengthen requirements to ensure clarity, specificity, and measurability
• Eliminate vague language that allows for non-committal vendor responses
• Update evaluation criteria and scoring methodology aligned to EH priorities
2. Procurement coordination (with purchasing department)
• Collaborate with the purchasing department to:
o Finalize and prepare the RFP for release
o Ensure compliance with procurement policies and regulations
o Support posting on procurement platforms and managing submission timelines
• Assist with development of addenda and procurement documentation
• Maintain a competitive, transparent and defensible procurement process
3. Vendor Q&A management
• Coordinate and manage all vendor questions during the RFP period
• Draft clear, consistent, and compliant responses in collaboration with internal stakeholders
• Identify ambiguities or gaps in the RFP and recommend formal addenda
• Ensure all communications follow procurement standards and are properly documented
4. Proposal review and evaluation
• Lead structured evaluation of vendor proposals using defined scoring criteria
• Identify gaps, inconsistencies, and unsupported claims
• Evaluate alignment with environmental health workflows, including:
o Inspection processes (field and mobile)
o Permitting and licensing workflows
o Compliance tracking and enforcement
• Ensure scoring is objective, consistent, and defensible
5. Technical and functional assessment
• Evaluate vendor capabilities related to:
o SaaS architecture and system performance
o GIS integration (e.g., ESRI/ArcGIS)
o Financial and payment system integration
o Data migration and reporting functionality
• Distinguish between current functionality and future roadmap or custom development.
