The Vendor is required to provide a unified and centralized safety management tracking system.
- The three main components—Learning Management Services for online training, Safety Data Sheets (SDS) management, and Job Safety Analysis/Job Hazard Analysis (JSA/JHA)—are managed by three (3) vendors, each using a different program, which decreases the ability to measure safety practices, measure inspections, and track safety training consistently throughout the County.
- requires a web-based software application ("Software as a Service" or "SaaS") that incorporates all three (3) components and is regularly updated and maintained by the vendor, according to industry standards and best practices
- The Learning Management Services (LMS) must be capable of tracking employee training and providing a platform for delivering Sharable Content Object Reference Model (SCORM) compliant e-learning.
- Mandatory LMS Requirements
• LMS Administrators: Access to SaaS for five (5) County LMS Administrators. LMS Administrators will have a username and password and have access to the SaaS Administrative site with capabilities, including but not limited to, entering LMS material, performing administrative functions, granting access to Users, and running reports.
• Named accounts for county departments and agency members: Access to SaaS for a minimum of twenty (20) named accounts to ensure county departments and agency members have concurrent access to SaaS.
• Capability to track computer-based, in-person, on-the-job, and vendor demonstrations, including, but not limited to, initial training sessions on SaaS and training sessions when SaaS is updated
• Capability to track all scheduled and required training(s)
• Capability to deliver quizzes and performance assessments
• Provide notifications to Users when training is assigned and reminders for upcoming training
• Provide notifications to supervisors of their employees’ missed training(s), overdue training(s), and non-passing scores
• Capability to customizable dashboards for employees, supervisors, and managers
• Include SCORM-compliant training builder within the system
• Capability to upload training modules, videos, and documents by Safety Section staff as determined by the County
• Capability to link employee information to the County’s Single Sign On (SSO) portal for training assignment and tracking
- Capability for users to track course feedback for computer-based and in-person training(s)
- Capability for Users to view a course catalog for all required and elective training(s)
- Available safety, environmental, and emergency response training content that can be customized by the County
